Architect's Budget Summary
PURPOSE: To consider approving plans for the Animal Services facility to be constructed on
Eubanks Road on property adjacent to the Orange County Landfill.
BACKGROUND: As the Board will recall, the County has purchased land.on Eubanks Road
adjacent to the Landfill to construct an Animal Services Facility that will co-locate the Animal
Shelter, Animal Control and the Administrative Division of the Animal Services Department.
This current Shelter site is part of the University's Carolina North project and must be vacated
no later than December 31, 2008. This is approximately one year earlier than originally
contemplated. To meet this aggressive development timeline, the Town, the County and the
design team have taken every opportunity to expedite the process for approval and design.
A facility in the range of 19,000 to 24,000 square feet was contemplated by the study group that
helped outline the program needs several years ago. The program represented in the schematic
design is 23,500 square feet and includes sufficient program space for the three units to be
housed there, as well as some growth potential. This design is reflective of the collaborative
work among Commissioners Carey and Jacobs, the Board-appointed planning committee and
the project design team. Further, the schematic design has passed muster in peer review,
including review by the Humane Society of the United States' Director of Animal Sheltering
Issues.
Dixon-Weinstein Architects will present the proposed building plan, as well as the most recent
site plan under discussion in the Town's approval process. The site plan, in particular, will
continue to evolve as elements that may be required as a result of the Town's regulatory
process are incorporated. However, it is important that the Board comment and approve the
plan at this time in order for the architect to continue work over the summer and maintain the
aggressive development schedule.
To facilitate the efficient, cost effective completion of this project, a Construction Manager at
Risk method of contracting is recommended. A Request for Proposal is currently being solicited
for these services and will be presented to the Board as quickly as practicable.
FINANCIAL IMPACT: Preliminary budget estimates from the architect indicate construction
costs of the proposed building will be approximately $5.3 million. Of this amount, approximately
$432,000 is attributable to site costs and $656,000 for a variety of sustainable design elements.
These items are detailed on the attached schedule and will be given specific focus by the
architect during the presentation. Although the sustainable design elements may be more
extensive than those presented for consideration in the past, the high energy and water use at
this facility presents extraordinary opportunities for favorable payback.
Construction costs, when added to the design fees and other soft costs associated with the
project completion, approach $6.5 million. The current CIP allocation for the Animal Services
Facility project stands at $5,870,000 million, including the cost of land. Additional refinement of
costs will proceed among the architect, Construction Manager at Risk, County staff and the
County's Construction Manager between now and the time the Board will need to approve a
final budget. A funding plan will be presented at that time.
RECOMMENDATION(S): The Manager recommends that the Board approve the plans, with
modifications as it may deem necessary or desirable and endorse the Construction Manager at
Risk method of contracting for this project.
