BACKGROUND:. One of the main goals outlined in the federal welfare reform legislation is to support teen parents and to avoid additional unplanned pregnancies. Therefore, federal funds in the Work First Block Grant can be used for this purpose. The goals of this program are to improve parenting skills, assure that participants complete their education and delay second pregnancies. The ultimate goals are to help teens prepare to be self-sufficient and to prevent them from becoming dependent on public assistance. Teen parents are at high risk for becoming dependent on public assistance, particularly if they drop out of school. This contract will be coordinated with the programs at the Department of Social Services, which have been very effective at helping participants to finish high school and to delay additional pregnancies. In Fiscal Year 2006-2007, sixteen teen parents were served by Orange County Schools. Because of the services provided under this contract, none of these teens had a second pregnancy and fifteen remained in school. Teen parents have been identified for services next year and there is sufficient need to justify a full-time social worker in the Orange County Schools System. The contract is based on a caseload of 12-16 teen parents.. The social worker will provide individual and group interventions with teens and will try to address issues that might result in the student dropping out of school. Supportive services (such as.housing, transportation, day care, medical care) may also be arranged by the social workers. The social worker works with the other school personnel to meet the academic needs of pregnant or parenting students. The Social Services Board has reviewed this contract and recommends approving $50,000 for Orange County Schools for Fiscal Year 2007-2008. .FINANCIAL IMPACT: These costs will be paid with 100% federal funds in the County Work First Block Grant. RECOMMENDATION(S):. The Manager recommends that the Board accept the Social Services Board recommendation and approve the contract renewal with the Orange County Schools System and authorize the Chair to sign. Precedence Among Contract Documents: In the event of a conflict between or among the terms of the Contract Documents, the terms in the Contract Document with the highest relative precedence shall prevail. The order of precedence shall be the order of documents as listed in Paragraph 1, above, with the first-listed document having the highest precedence and the last-listed document having the lowest precedence. If there are multiple Contract Amendments, the most recent amendment shall have the highest precedence and the oldest amendment shall have the lowest precedence. 3. Effective Period: This contract shall be effective on July 1, 2007 and shall terminate on June 30, 2008. This contract must be twelve months or less. 4. Contractor's Duties: The Contractor shall provide the services and in accordance with the approved rate as described in Attachment B, Scope of Work, and shall meet the requirements set forth in Attachment N, Outcomes and Reporting. 5. County's Duties: The County shall pay the Contractor in the manner and in the amounts specified in the Contract Documents. The total amount paid by the County to the Contractor under this contract shall not exceed $ 50,000. This amount consists of $50,000 in Federal funds (CFDA # ), $0 in State Funds, $0 in County funds, $0 (source of other funds if applicable). [X] a. Payment Provisions: Payment shall be made in accordance with the Contract Documents as described in the Scope of Work, Attachment B. 8. Contract Administrators: All notices permitted or required to be given by one Party to the other and all questions about the contract from one Party to the other shall be addressed and delivered to the other Party's Contract Administrator. Area to be served/Delivery site(s): Orange County Schools (Signature of County Authorized Person) (Date Submitted) (Signature of Contractor) (Date Submitted) 0 Contract-Scope of Work (06/04) Page 2of 2 Contract #68-1004 Orange County School System -Adolescent Parenting Program ATTACI~MENT F CERTIFICATION REGARDING ENVIRONMENTAL TOBACCO SMOKE Orange County Department of Social Services Certification for Contracts, Grants, Loans and Cooperative Agreements Public Law 103-227, Part C-Environmental Tobacco Smoke, also known as the Pro- Children Act of 1994 (Act), requires that smoking not be permitted in any portion of any indoor facility owned or leased or contracted for by an entity and used routinely or regularly for the provision of health, day care, education, or library services to children under the age of 18, if the services are funded by Federal programs either directly or through State or local governments, by Federal grant, contract, loan, or loan guarantee. The law does not apply to children's services provided in private residences, facilities funded solely by Medicare or Medicaid funds, and portions of facilities used for inpatient drug or alcohol treatment. Failure to comply with the provisions of the law may result in the imposition of a civil monetary penalty of up to $1,000 per day and/or the imposition of an administrative compliance order on the responsible entity. By signing and submitting this application, the Contractor certifies that it will comply with the requirements of the Act. The Contractor further agrees that it will require the language of this certification be included in any subawards which contain provisions for children's services and that all subgrantees shall certify accordingly. The Contractor agrees to participate in program, fiscal and administrative monitoring and/or audits, making records and staff time available to Federal, State and County staff. 2. The Contractor agrees to take necessary steps for corrective action, as negotiated within a corrective action plan, for any items found to be out of compliance with Federal, State, and County laws, regulations, standards and/or terms of the Contract. 3. The Contractor agrees that continuation of and/or renewal of this Contract is contingent on meeting the following requirements. The Contractor agrees to: A. Maintain a caseload of 12-16 parents B. Develop a case plan with each teen parent outlining specific goals C. Participate in bi-monthly Community Advisory Committee (CAC) meetings D. Submit a monthly status report by the fifth workday of the month E. Recruit, train and match volunteers with teens F. Maintain data on number of teen parents within school system and their associated outcomes G. Assure that 85% of teen mothers active in the program will avoid a second pregnancy H.
