PURPOSE: To approve expenditure of funds with I.E.S. Engineers for services rendered during thei
replacement of the emergency generator system at the 911 Center; and to award a bid for the
replacement generator unit.
BACKGROUND: During the past few months there has been excessive down-time and repair costs
associated with the emergency generator which serves the 911 Center. This is a generator which
was obtained through the Federal Surplus program some years ago and was retro-fitted for the 911
function during the 1989-90 building addition project.
During the month of June alone,over$1,500 was spent on repairs and the generator was totally non-
functional for most of the month.Since the generator has not been operational,we have been leasing
an emergency generator for the past month. The service representatives from two service
organizations, in addition to our own County Public Works staff, have indicated that while you can
continue to repair the generator, it's reliability will not improve.
Since the emergency communications function is served by this unit it is imperative that the
generator be utmost in reliability. In view of these circumstances, it is necessary to replace the
generator as quickly as possible,not only to provide a reliable unit but to cease the$2,200 per month
fee for the leased generator.
In order to expedite the resolution of this matter the following actions were taken during the month
of July:
...Secured the services of I.E.S. Engineers to size the
appropriate generator for the building and provide drawings
from which bids could be solicited.
...Solicited bids for the replacement unit.
Bids were received at 3:00 p.m., July 26, 1993, a tabulation is attached. The apparent low bidder,
Gregory Poole Power Systems, will replace and completely Install the new generator for a sum of
$25,679. Nick Waters has indicated that work within the County Communications Projects fund can
be re-prioritized in order to provide funding for this replacement.

Technical drawings and specifications were prepared by I.E.S. Engineers, Chapel Hill. Their fee for
the project is $2,500. The generator has been sized to power the 911 Center and to provide for
approximately 20% growth over the life of the unit.
RECOMMENDATION: The Manager recommends that a bid be awarded to Gregory Poole Power
Systems, in the amount of$25,679.00 for replacement of the emergency generator system at the 911
Center,funds to be provided through the County Communications Project fund;and approve a$2,500
expenditure to 1.E.S. Engineers for engineering work associated with this project.
