PURPOSE: To consider entering into an agreement with Hakan/Corley&Associates, Inc. for space
planning at the Sheriff's Department.
BACKGROUND: The Sheriff's Department was moved to their present building at 144 East Margaret
Lane in the early 1980's. Prior to that time the building had been used as office and clinic space for
the Health Department. Growth in the Sheriff's Department necessitated additional space, so in the
mid-1980's the Department finished out the attic of the building and uses it as office space for the
Investigations Division as well as a staff briefing area for the Patrol Division.
Recently;the Board of Elections department was relocated to the Court Street Annex,thereby making
space available for much needed expansion in the Sheriff's Department. It is proposed that an
architect be commissioned to analyze the building from a functional and structural perspective to
ensure the space is being used most efficiently. Hakan/Corley is somewhat familiar with the
operations of the Sheriff's Department through their work with the GSC and the SHS projects. In an
effort to minimize the start-up time it is recommended that we contract with them to accomplish the
following scope of work:
1. Recommend modifications to the existing floor plan which would use the space more
efficiently and enhance traffic flow.
2. Analyze functions of the department and recommend placement within the building
to promote efficient work flow;
3. Recommend modifications which are necessary to meet ADA code requirements.
4. Analyze growth patterns and make recommendations about future additions to the
building; when they may be necessary, where an addition should be located, and the approximate
square footage necessary to accommodate growth.
Hakan/Corley is proposing to accomplis the above-referenced scope of work for a sum not-to-
exceed$4,200. This would include approximately 60 hours of drafting, design and conference time.

The 1993-97 CIP provides$70,000 for minimum renovations in the Sheriff's office. Following review
of the results presented by Hakan/Corley the County will be in a position to make an educated
estimate of funding which will be needed to carry out the renovation portion of the project. Such
funding would be brought forward for Board consideration as part of the 1994-98 CIP.
RECOMMENDATION: The Manager recommends approval of a contract with Hakan/Corley for a sum
not-to-exceed $4,200; and authorize the Chair to sign on behalf of the Board.

Dear Pam:

Thank you for the opportunity to submit our proposal for space planning of the Sheriffs office in
Hillsborough.
During our tour with you and Sheriff Pendergrass, Ken Redfoot and I learned some of the problems
that need resolving during this space plan study. Our study will begin with the existing building and
an analysis of the best arrangement for staff relationships. The new area devoted to the Sheriffs
operation will be the space recently vacated by the Board of Elections. We will also analyze the
lobby, toilet, and office areas for accessibility by the handicapped. The exterior entrance also needs
to meet code accessibility requirements.
We will also present a preliminary proposed expansion of this-building to accommodate a larger
operation, which will be a future project.

This proposal is not for final design/construction drawings at this time. Whenever we know how
much of the plan the County can afford, we can give you a budget for Construction Documents and
Administration. Our design cost to provide the above services, including four meetings, will be
$4,200. This includes 60 hours of drafting, design and conference time.
