Members pres ant were Chairman A. 0, Forrest and Commiss loners R. J. M. Hobbs and Sim L. Efland. The motion was : made that the following resolution be drawn recognizing the services of ~ j Chairman R. 0. Forrest to the county. r "tYfiEREAS, R. 0. Forrest. was appointed to fill the unexpired term of ~ ~ ,~, Commissioner A. G. Laws, effective on Apr11 10, 1951, and has since that date served ns County Commisa inner, having been Chairman of the Board from December, 1.952, until December, 1954: '. YIHEREAS, the said R. 0. Forms t; has during these years given freely and nnealfishly of his time and talents to the duties of his office and has rendered intelligent and efficient service to his County; and WF.EREAS, the said R. 0. Lynch, Clerk of Superior Court to the new board of County Commissioners namely: Sim L. Efland, R. J. M. Aobbs, Edwin S. Lanier, Dwight M. Ray and Hsary S. Walker. Zn an executive meeting Commissioner R. J. b;. Hobbs was elected to serve ¢s Chelx^mnn of sold Board, - John L. Rogers and C¢raon D. Thomas nppearad before the Bonrd to take the onth ~„ of office as constables. Mr, Rogers presented his bond Sn the amount of $1,000,00 and Mr. Thomas had a letter of certification from John P, Ballard, Insurance Agent, - ~ ~ cart ifyina that Mr. Carson had made application for a bond in the amount of $1,000.00 and that said band was in the proc ass of being issued but had not arrived. IIpon ~~'~ ' motion of Commissioner Laai ar, seconded by Commissioner Flland, it w¢s ordered that i Mr, Carson be permitted to take the oath of constable but can not act in this ~, ` capacity until h1a bond is presented to S. M. Gattla and is approved by the county ' ~ t'-' ~ attorney. Chairman Hobbs adminiaterad the oath of office to Mr. Ao gars and Mr. Thomas, IIpon motion by Commissioner LenSer, seconded by Commissioner Walker, the law firm of Graham & Ranson was appointed as county attorney for a term of two years. ' IIpon motion by Commissioner Welker, seconded by Commissioner Ray, Mr. L. J. Phipps was re-appoint ad as Judge of the county recorder's court for the regular i tenure in oTTic a. After a discussion of the problem of the vnoaid fines and court costs of the recorder's court the Hoard decided to talk with Sudge L. J. Phipps and Mr. J. @. LeGrnnd, IIpon motion by Commissi ~~er Lnnier, seconded by Cammisaioner Efland, it was ordered that a financial report be submitted each month by the Clark's office on the recorder's court fees which are unpaid. The list 1s to include all unpaid accounts to date. Each month the names of pare ens not paying Bald fines Ss to be added to Bald lie t. Mr. Allen Walker, Coroner, ~eques tad that the Hoard re-appoint Mr. G. A. Cannady, as Aas is taut Coroner. Upon motion by Codssi oner Efland, seconded by Commissioner Wniker, Mr. Cannady was re-appointed as Aseis tent Coroner. IIpon motion of Comm! aeloner Efland, seconded by Commissioner Ray, Mr. 5. M. Gattis was appointed tax supervisor until June 30, 1955, at which time the tax ' supervisor must ba re-appointed for a two year term. IIpon motion of Commisai oner Etl¢nd, seconded by Commissioner Ray, it was ordered that the depository agreements previously entered into between the County and Durham Bank and Trust Company, Hillsboro Branch, Benk of Chapel Aill and The IIniversity National Bank of Chapel Ail,l be renewed. Tha need of a person to fi.l.l the vacancy of Civil Dafensa Director was - '~ discussed. It was suggested that the Board try and find a suitable person by their ... next meeting and at that time make this appointment. i A committee from the Buckhorn community presented a road petition and requested that the Board make a rec ommandation to the State Highway and Public Works Commission ' for the stnb111zati on of the road which Sa about three (3) miles in length. The committee was advised to appear at the next distrlet meeting of the 9tata Hl mhway and Public Works Commission sad present the road petition to them along with the ' recowaendat ion from the County Honrd that sold ro¢d needed immediate attention. The Clerk to said Hoard was requested to notify Mr. Rainey T. Rawkina, 1,06 West - ~ Center Street, Mebane, N, C., about the next dis trlct meeting. - Mr. Gattis made n request on behalf of Misa Sue Hayes, owner of the building in which the Health Department Ss nvw housed, for payment of water damages to the rubber matting in said building. MSas Hayes stet ad that at sometime water in an excess amount was used on said floor loosing the glue which held the rubber matting and had resin tad in the snreadi ng and bucking of said antting, leaving it in a dangerous condl ti on. Judge L. J. Phipps and tdr. J. P. Le Gr¢nd appeared before the Bonrd each stated that ha would accept the paw appointments for the office he now holds. The Hoard informed both that theg were quite concerned over the amount oT unpaid fines and casts in the recorder's court. Sheri tf Odell Clayton and Assistant Clerk of Court, Lucius M. Cheshire, were called before the Hoard to discuss the matter of said '. unpaid Sloan and costs, each were asked to coooera to Sn helping to alle via to the problem. The Board requested that the Clerk's office prepare an alphabetical sn, list to be used in keepin¢ a check on the progress made in sol ving this problem. Said list is to be revised monthly and turned over to the Clerk of said Hoard. IIpon motion of Commis stoner Ray, seconded by Commissioner Lanier, Mr. J. R. Le Grand was re-appointed spite itor of the county's recorders court. 9. M. Gettis brought up the ques ti.on of the county bearing the ezpanae of removing the oversize genern tors which have been placed on the care of the She rlff's deputies. Boon motion by Conunlssloner Efland, seconded by Commissioner Asy, it was ordered the county nag Tor the installation and removal of said overai ze generators from a deputy Sheriff's car, SS he leaves the county employment and to also bear the azoense of replacing a regulsr generator an the deputies' car. It was also brought to the attention of the Hoard that Sn the oast one deputy had turded care and failed to retain owns rshln of the Doers Sza generator which was attached to his car. Upon motl on of Commlasloner Lanier, seconded by Commissioner Efland,, It was ordered that Sn the future when an oversize generator is placed on a deputies' car, that a contract be signed by the deputy, wh SCh recognizes the ownership of the county and which will authorize the county to reclaim or remove said genern for from the deputies' car. Mr. R. C. Mssterton, Chairman of the fire district comml ttee of Chapel Hill, appeared snd requested that the Hoard call fl special el action for the puro ose of deciding whether or not a fire district will be established Sn the fringe area of Chapel Hill. IIpon motion of Commiss loner Lanier, seconded by Commie si oner Efland, it was ordered that a special else tlon for the purpose of deciding whether or not a PSre district is to be ea tablished in the fringe area of Chapel Aill to be held on Tvesday, Aprii 12, 1955. A spe¢Sal meeting was to ba held sours time during the month of December with the county attorney to discuss the statutes concerning the establls hment oT the fire district by election. Mr. Ga ttis was requested to notify Mr. Archie Da v1s, architect for the new courthouse, flu t his prey ence was also reques tad st said meeting. A letter of resignation from Mr. Glenn Snipes, who was a member of the Planning Board, wee read. Mr. Gettis was requested to acknowledge said letter and ask the members of the Planning Board to recommend someone to fill Mr. Snipes' vacancy and also the vacancy created by the ezpi raft on ~of the term of .dr. '~lomble. IIpon motion of Commissioner Efland, seconded by Commissioner Ray, It was ordered that Caswell Training School be sent five dollars (,$5.00), as a Christmas donatl on. IIpon motion of Commis si aner Efland, seconded by Cortualssloner Ray, it was ordered that the county offices be closed on December 2lyth and 25th and January 1st for Christmas and New Year Holidays. Mra. Sane Parker, Supt. of the Walfara Dept., reques fed a revision in the blind grant of Hart A. SYilson, IIpon motl on of Commissioner Efland, seconded by Commissioner Walker, S.t was ordered that the Snc rease be made. Sirs. Parker also requested that Venatain blinds be purchased for the new 'Relfare quarters because of the lack of privacy due to the many windows which open along the hall looking Snto said department offlcea.
