PURPOSE: Receive information regarding the status of the on-going Jail addition project.
BACKGROUND: In 1989 the Jail was increased to a stated capacity of 71 beds. This was done with
funding from both the County and the Federal Marshal's office. In 1992 the Federal Marshal's office
granted a sum of $1,000,000 to the County to once again add beds to the facility.
In March, 1992 the Board approved the recommendation of the planning committee to retain Grier-
Fripp Architects to do the design work. The architects have had extensive discussion with the
Sheriff's staff in order to develop a program for the Jail addition. We have been advised that for the
$1,000,000 we can expect to add approximately 7,191 square feet to the building,which will allow an
additional 24 beds.
The project was submitted to the Department of Insurance and to the NC Human Resources/Facility
Services Division on June 16, 1993 in order that they may begin their review process. Early on in
the program the State indicated that we might expect a review time of up to 16 weeks, contingent
upon their work load at the time.
There was a conscious effort to include the early involvement of the Hillsborough Historic District
Commission in order to ensure that their criteria was met without extensive rework of the plans. The
architect and County staff have met with the Commission twice thus far, with another meeting
scheduled for July 1. The earliest date for their decision would be July 7, 1993.
During this same time frame plans will be submitted to the Hillsborough Board of Adjustment for their
review and approval. It is anticipated that the Board of Adjustment will address the issue in July,
1993.
As quickly as the State and the Town have rendered their approvals,the architect will proceed with
the final construction drawings. If decisions are rendered as the timetables seem to indicate, bids
will be scheduled sometime in late Summer, 1993, with an anticipated construction commencement
date in the Fall, 1993. A twelve-month completion time has been indicated by the architect.

The Sheriff has been advised that there is still a good possibility that the County will receive
additional funding from the Marshal's office. The timetable for approval of that funding is not clear
at this time, however, the architects have been advised to plan for that contingency. It is our
understanding that if this additional funding is approved the existing plans could be expanded to
include additional beds, although the exact number of beds has yet to be calculated.
RECOMMENDATION: The Manager recommends that the Board receive this information.
