PURPOSE: To consider approval of changes to the Orange County
Landfill Tipping Fee Schedule for FY 1993-1994 .
BACKGROUND: The Landfill Agreement between Orange County and the Towns
of Carrboro and Chapel Hill requires that all parties
approve the Landfill Tipping Fee Schedule. The Landfill
Owners Group recommends approval of the following schedule :

RECOMMENDATION: The Manager recommends that the Board of Commissioners
approve the proposed 1993-1994 Landfill Tipping Fee
Schedule.
VI. Orange Regional Landfill and Recycling Services
The Landfill Owners' Group recommends a landfill and recycling budget of$3,534,427 for
1993-94, including the following changes in ti

The fee of $3.00 per ton for clean wood and yard waste is intended to encourage
7 separation of these materials from mixed solid w aste. Clean wood (not mixed with refuse) and yard waste will be diverted from the landfill and ground into mulch for re-user
The recommended fees for mixed waste and ash are raised to pay for additional service and
capital costs of the landfill and recycling programs.
A change in landfill fees can occur only ith
y approval of the Orange County, Carrboro, and
Chapel Hill governing board.

Services
We estimate that 91,500 tons of mixed solid waste, 6,500 tons of clean wood/yard waste,
and 26,000 tons of ash will be delivered to the landfill for disposal in 1993-94, about the
same as in the current year.
The proposed budget includes the following new and expanded services.
• Additional commercial cardboard recycling routes
• Recycling of plastics and tin cans from multi-family developments
• Collection of food wastes from some schools and restaurants for use as hog feed
• Addition of small (fewer than 25 dwellings) multi-family developments to the curbside
recycling program
• Operation of a salvage program for furniture and appliances
• Provision of curbside recycling services to relatively densely developed subdivisions in
rural areas
• Increased waste reduction efforts; and, recycling education programs for multi-family
developments
