PURPOSE: To consider endorsing projects and/or comments regarding priority transportation
projects for inclusion in the North Carolina Department of Transportation (NCDOT) 2009-2015
Transportation Improvement Program (TIP).
BACKGROUND: Biennially, the North Carolina Board of Transportation (BOT) adopts a multi-
year State Transportation Improvement Program (STIP) that specifies needed transportation
improvements across the state. The process starts with local jurisdictions drafting local
transportation priority lists. Federal and state regulations provide for public input into the process.
"The Transportation Improvement Program contains funding information and schedules for the
State Transportation Divisions including Highways, Aviation, Enhancements, Public Transportation,
Rail, Bicycle and Pedestrian, and the Governor's Highway Safety Program", and is the major tool for
implementation of locally adopted transportation plans.
Orange County submits two priority lists for the Transportation Improvement Program.
• Protects within the Metropolitan Area Boundary (MAB) of the Durham-Chapel Hill-Carrboro
(DCHC) Metropolitan Planning Organization (MPO) must be submitted by the MPO in a
regionally prioritized list. The MPO is asking local jurisdictions to submit local priority lists to the
MPO by June 15, 2007.
• Projects within the rural areas of Orange County that are outside the MAB are submitted to
NCDOT through the Triangle Area Rural Planning Organization (TARPO). Rural Planning
Organizations must submit their regional list to the North Carolina Department of Transportation
by August 6, 2007. The Rural Transportation Advisory Committee (RTAC) meets every other
month, and must approve the regional rural priority list at its meeting June 14, 2007, in order to
meet that deadline for submitting the priority list to NCDOT.

Attachment 5 gives the tentative schedule for development of the draft and final 2009-2015 STIP.
Orange County has endorsed five planning documents that recommend options for transportation
improvements to address current and future transportation needs:
• A Bicycle Transportation Plan
• Recommendations of the Economic Development Transportation Work Group
• Access Management Awareness Project & Report for Orange Grove Road
• Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC) 2030 Long Range
Transportation Plan.
• Efland-Mebane Small Area Plan
The list of priority projects that Orange County endorsed for the 2007-2013 TIP was based on
recommendations from the above listed documents that were available at that time.
The Orange Unified Transportation Board has reviewed potential priority projects, and recommends
that the Orange County Board of Commissioners endorse the Transportation Priority List for Areas
Within the DCHC MPO Metropolitan Area Boundary and the Transportation Priority List for Areas
Within the Triangle Area Rural Planning Organization that the County endorsed for the 2007-2013
TIP. The board noted scarce funding available for new projects stemming from federal
transportation funding cuts and more recent rescissions that took place this year. The OUTBoard
will continue to research TIP issues, and work toward developing recommendations for acquiring
funding for TIP projects.
FINANCIAL IMPACT: There is no financial impact associated with this item.
RECOMMENDATION(S): The Manager recommends that the Board endorse the
recommendations of the Orange Unified Transportation Board.

FOR CONSIDERATION OF FUNDING IN
THE 2007 - 2013 TRANSPORTATION IMPROVEMENT PROGRAM
1. SR 1006, Orange Grove Road, at Interstate 40: Construct a pedestrian bridge over I-
40. New Grady Brown Elementary and newly constructed Cedar Ridge Nigh School
are located on New Grady Brown School Road that has access from .Orange Grove
Road south of I-40. The schools are within walking and cycling distance from
residential areas north of I-40. Bicyclists and pedestrian must share the roadway
with motor vehicles crossing the narrow two-lane bridge that carries Orange Grove
Road aver Interstate 40. The bridge is too narrow to accommodate a pedestrian
walkway. Lack of an adequate pedestrian crossing presents an unsafe environment.
for students to walk to the schools.
Status in Draft 2007-2013 TIP: scheduled for feasibility study (no year given)
2. U-2805, Homestead Road (SR 1777 Improvements: Improve Homestead Road
from SR 1834, High School Road, to NC 86. This project should include bicycle and
pedestrian facilities. There are three schools in the vicinity of Homestead Road:
Chapel Hill High School, Smith Middle School and Seawell Elementary School.
Many students live within walking distance and cycling distance to Chapel Hill High
School and must walk or cycle along Homestead Road, and cross the road daily.
Provision of sidewalks is of utmost importance for the safety of students and other
pedestrians who use this corridor. Provision of bicycle facilities is, likewise,
necessary for the safety of students and others.
This project should also include appropriate safety improvements to the intersection
of Homestead Road with High School Road.
Status in Draft 2007-2013 TIP: Intersection improvements (turn lanes, traffic signal,
crosswalks) and bicycle lane and sidewalk on the north side of Homestead Road
and 4' paved shoulder on south side from High School Road to Rogers Road are
being constructed with Moving Ahead money. The intersection improvements and
bicycle lane, 4' paved shoulder, and sidewalk from High School Road to Camden
Lane have been completed. Remainder of project remains unfunded.
3. R-2825, Improvements to South Churton Street: Develop congestion management,
limited access, aesthetic and capacity improvements between US 70 Business and
Interstate 40. The portion between Interstates 40 and 85 will conform to the design
criteria of the Economic Development District Design Manual (4-lane divided section
with bike and pedestrian improvements). The feasibility study completed in
February 2002 recommends a 4-lane divided, with 16-foot median, curb and gutter
cross section for the entire corridor from 1-40 to Eno River. Orange County stresses
the need to study improvements within the current right-of-way for the segment north

of Interstate 85. Improved capacity through widening is not the County's first choice
because of significant constraints between Interstate 85 and US 70 Business and
the proximity of the historic district north of the project limits. Orange County
requests that, where conditions do not prevent the addition of frontage roads, the
feasibility study include the addition of frontage roads with limited access from the
corridor.

4. Old NC 86 (SR 1009) Bicycle Lanes: Construct bicycle lanes (4-foot paved
shoulders) from Carrboro (Eubanks Road) to Hillsborough (I-40). This project, from
the Carrboro Transition area (Hickory Forest Road) to Lafayette Drive, is priority 6 of
the primary bicycle routes listed in the Orange.County Bicycle Transportation Plan,
and would extend bicycle accommodations requested in TIP Project R-2825 to
Carrboro, where its Transportation Advisory Committee has also established bicycle
routes on Old NC 86 as a transportation .priority connection between proposed
bicycle facilities along Old Fayetteville Road, Homestead Road and Eubanks Road.
The feasibility study for TIP Project R-2825, improvements to South Churton Street,
recommends afour-lane divided section for Old NC 86 (S. Churton St.) from I-40 to
Lafayette Drive. That study also anticipates accommodations for bicycles (wide
outside lanes) from I-40 to I-85. This project would connect bicycle facilities
proposed in the South Churton Street project to Carrboro. Carrboro's Priority List for
the 2006-2012 TIP included two bicycle projects on Old NC 86 that, along with this
request and TIP project R-2825, would complete aHillsborough-Carrboro bicycle
route:
• from Old Fayetteville Road to Homestead Road; and
o from Homestead Road to Eubanks Road.

5. NC 86, Bicycle Lanes: Construct bicycle lanes (4-foot paved shoulders) from Chapel
Hill (Whitfield Road) to Hillsborough (US 70 Business). This project will extend
bicycle -lanes on Airport Road (NC86) in Chapel Hill to US 70 Business in
Hillsborough. Bicycle lanes have recently. been completed along NC 86 from UNC
to Whitfield Road (SR 1731) in Orange County. NC 86 from Chapel Hill to
Hillsborough is experiencing increasing numbers of bicyclists using this route and
there are also two .schools along this route. This route is listed as priority I of the
primary bicycle routes proposed in the Orange County Bicycle Transportation Plan
adopted April 6, •1999. This project is included in the Bicycle Program as an
incidental need. Orange County requests that bicycle lanes be constructed as an
independent project, and, if necessary, programmed in phases.

6. NC 86 (North of Hillsborough) Improvements: Widen NC 86, from US 70 Bypass
north of Hillsborough to SR 1332, Coleman Loop (Coleman Loop also being the
intersection area. of the planned connector between NC 86 and NC 57), to four lanes
with intersection improvements at US 70 Bypass to include extending the queuing
lane for traffic turning east onto US 70 Bypass from northbound Churton Street/NC
86. NC 86 is the major north-south route
through Orange County. NC 57 converges into US 86 just north of US 70 Bypass.
The segment of NC 86 between NC 57 and US 70 is congested, rendering a high
accident location at the intersection of US 70 Bypass at NC 86.
Draft 2007-2013 Status: Not in TIP.
7. US 70 Bypass Widening: Widen, from the Orange/Durham County Line to the US
70 - I-85 Connector east of Efland, US 70 Bypass to a four-lane divided section with
bike and pedestrian improvements. This project should be phased to address traffic
counts and existing congestion. Orange County requests that this project be
identified as a need and included in the 2006-2012 STIP.

8. U=3436 SR 1148 (Eno Mountain Road) and SR 1192 (Mayo Street) at SR 1006
Orange Grove Road): realign intersection and make safety improvements. This
project is listed in the 2004 - 2010 TIP as an unfunded project. It was a "first priority
project" in the Town of Hillsborough Thoroughfare Plan for 1989 but the Hillsborough
Town Board removed the realignment from the Hillsborough Transportation Plan in
1997. More recently, Hillsborough Commissioners and Orange County
Commissioners have endorsed the project, in two joint studies that included
commissioners from both jurisdictions, the Economic Development District (EDD)
Transportation Work Group and the Joint Orange Grove Road Transportation Group
(JOGRTG). Both the "EDD Transportation Work Group Recommendations" and the
"Access Management and Awareness Project and Report for Orange Grove Road"
recommend this project for improved traffic flow and safety.
Draft 2007-2013 Status: Unfunded project.
9. Extend Orange Grove Road east to US 70 business. The "EDD Transportation
Work Group Recommendations" and the "Access Management. and Awareness
Project and Report for Orange Grove Road" recommend this project as an
alternative access to the US 70 Business/NC 86 corridor to alleviate congestion on
Churton Street.

THE TRIANGLE AREA RURAL PLANNING ORGANIZATION
FOR CONSIDERATION. OF FUNDING IN
THE 2007 - 2013 TRANSPORTATION IMPROVEMENT PROGRAM
1) Buckhorn Road ~R 1114) Widening: Widen from US 70 to West Ten Road (SR
1144) to a multilane facility with bicycle and pedestrian facilities. This stretch of
roadway borders the western boundary of the I-85/Buckhorn Road Economic
Development District EDD). This area is the focus of a growing problem of traffic
backing up on the northbound exit ramps of I-85 caused by northbound traffic exiting
I-85 onto southbound Buckhorn Road and turning left into a nonconforming business
use just south of the interchange. With increased interest in extending water and
sewer, and reconsidering proposed uses within the EDD, improvements to the
transportation system to support plans for that district are necessary to attract the
desired development. Improvements are also needed for the safety of increasing
pedestrian travel in this corridor. The improvements will especially be needed with
increased traffic related to 'the new middle school and soccer fields on the north side
of West Ten Road.

2. Efland Cedar Grove Road (SR 1004, SR 1357 : straighten and make turn lane
improvements make more direct connection to Interstate 85. Traffic has increased
approximately 170% over the past ten years on Efland-Cedar Grove Road just north
of US 70, with the greatest increase between 1997 and 1999 when average annual
daily traffic (AADT) increased from 2000 to 4200, a 110% increase over the two year
period. The most recent AADT counts show a 14% over the period from 1999 to
2001. Much of that traffic "dog-legs" through Efland on Forrest Avenue to Mt. Willing
Road to access Interstate 85. Mt. Willing Road provides an at grade crossing of the
North Carolina Railroad corridor, the only access across the railroad tracks between
Hillsborough and Buckhorn Road. (The I-85/US 70 Connector just east of Efland is
not accessible to traffic on eastbound US 70.)

3. Dairvland Road/Orange Grove Road/Buckhorn Road bicycle lanes: construct 4-ft.
paved shoulders along the fopow%ng route from Carrboro to West Ten Road to
provide a connection with proposed routes fio Mebane and Efland.
• Dairyland Road (SR 1112 - SR 1113 - SR 1177) from Union Grove Church Road
to Orange Grove Road (SR 1006);
® Orange Grove Road (SR 1006) from Dairyfand Road (SR 1177) to Buckhorn
Road SR 1114; and
® Buckhorn Road. (SR 111.4) to West Ten Road (SR 1144).

4. Oran e Grove RoadfDodson's Crossroad bic cle lanes: construct 4-ft. axed
shoulders along Orange Grove Road (SR 1006) from Interstate 40 to Dodson's
Crossroads (SR 1102) and along Dodson's Crossroads. to Daityland. Road (SR.
1177. This route would provide bicycle lanes to the Grady Brawn Elementary
School and Cedar Ridge High School from the area south of the schools and
connect to a proposed bicycle facility on Orange Grove Road into Hillsborough.

5. Park and Ride Lot in the Buckhorn Economic Development District: Orange County
requests funding for a park and ride facility (from the adopted Orange County
Economic Development District Design Manual) to be located in the I-85/Buckhorn
Road Economic Development District. This project would provide an opportunity for
coordination of public transportation efforts between two growing regions in North
Carolina, the Triad and Triangle.

A RESOLUTION ENDORSING ORANGE COUNTY'S PRIORITY TRANSPORTATION PROJECTS
FOR THE DURHAM-CHAPEL HILL-CARRBORO METROPOLITAN PLANNING ORGANIZATION
REGIONAL PRIORITY LIST FOR THE 2009 - 2015 TRANSPORTATION IMPROVEMENT
PROGRAM
WHEREAS, the North Carolina Board- of Transportation, every two years, prepares a
Transportation Improvement Program that identifies transportation projects scheduled, for State and
Federal funding over the next seven years; and
WHEREAS, the North Carolina Board of Transportation solicits input for identifying
transportation projects of local and regional importance to be included in the FY 2009-2015
Transportation Improvement Program; and
WHEREAS, Orange County gives priority to identified safety needs on existing roads and
bridges, to other transportation projects that encourage alternatives to automobile travel, to projects
that minimize adverse impacts on the natural environment and cultural sites, and to those projects
that foster economic development in the designated Economic Development Districts; and
WHEREAS, Orange County strongly encourages the North Carolina Department of
Transportation (NCDOT) to design all highway projects, where appropriate, to accommodate bicycle
and pedestrian traffic to provide alternative means of transportation that may result in reduced
automobile traffic and related air and water impacts; and

WHEREAS, Orange County encourages the NCDOT to design all new or replacement bridges
with sufficient clearance to allow wildlife to cross safely under them, and to allow pedestrian passage
along any existing or planned trail-system connectors;
NOW, THEREFORE, BE IT RESOLVED by the Orange County Board of Commissioners that:
The Board of County Commissioners endorses the attached project priority list of transportation
projects to be considered for inclusion in the FY 2009-2015 Transportation Improvement Program.

At its meeting on May 16, 2007, the Orange Unified Transportation Board
reviewed transportation projects in the areas of Orange County within the
Metropolitan Area Boundary (MAB) of the Durham-Chapel Hill-Carrboro
(DCHC) Metropolitan Planning Organization (MPO), and approved the
attached -list of transportation priority projects to recommend to the Board of
County Commissioners for submittal to the Durham-Chapel Hill-Carrboro
Metropolitan Planning Organization to be included in the Regional Priority List
of Transprotation Projects for the 2009-205 Metropolitan Transportation
Tmprovement Program.

METROPOLITAN AREA BOUNDARY
FOR CONSIDERATION OF FUNDING IN
THE 2009 - 2015 TRANSPORTATION IMPROVEMENT PROGRAM
6. NC 86 (North of Hillsborough) Improvements: Widen NC 86, from US 70 Bypass
north of Hillsborough to SR 1332, Coleman Loop (Coleman Loop also being the
intersection area of the planned connector between NC 86 and NC 57), to four lanes
with intersection improvements at US 70 Bypass to include extending the queuing
lane far traffic turning east onto US 70 Bypass from northbound Churton Street/NC
86. NC 86 is the major north-south route
through Orange County. NC 57 converges into US 86 just north of US 70 Bypass.
The segment of NC 86 between NC 57 and US 70 is congested, rendering a high
accident location at the intersection of US 70 Bypass at NC 86.
7. US 70 Bypass Widening: Widen, from the Orange/Durham County Line to the US
70 - I-85 Connector east of Efland, US 70 Bypass to a four-lane divided section with
bike and pedestrian improvements. This project should be phased to address traffic
counts and existing congestion. Orange County requests that this project be
identified as a need and included in the 2006-2012 STIP.
8. U-3436, SR 1148 (Eno Mountain Road) and SR 1192 (Mayo Street) at SR 1006
(Orange Grove Road): realign intersection and make safety improvements. This
project is listed in the 2004 - 2010 TIP as an unfunded project. It was a "first priority
project" in the Town of Hillsborough Thoroughfare Plan for 1989 but the Hillsborough
Town Board removed the realignment from the Hillsborough Transportation Plan in
1997. More recently, Hillsborough Commissioners and Orange County
Commissioners have endorsed the project in two joint studies that included
commissioners from both jurisdictions, the Economic Development District (EDD)
Transportation Work Group and the Joint Orange Grove Road Transportation Group
(JOGRTG). Both the "EDD Transportation Work Group Recommendations" and the
"Access Management and Awareness Project and Report for Orange Grove Road"
recommend this project for improved traffic flow and safety.
9. Extend Orange Grove Road east to US 70 business. The "EDD Transportation
Work Group Recommendations" and the "Access Management and Awareness
Project and Report for Orange Grove Road" recommend this project as an
alternative access to the US 70 BusinesslNC 86 corridor to alleviate congestion on
Churton Street.

A RESOLUTION ENDORSING ORANGE COUNTY'S PRIORITY TRANSPORTATION PROJECTS
FOR THE TRIANGLE AREA RURAL PLANNING ORGANIZATION (TARPO) REGIONAL
PRIORITY LIST FOR THE 2009 - 2015 TRANSPORTATION IMPROVEMENT PROGRAM
WHEREAS, the North Carolina Board of Transportation, every two years, prepares a
Transportation Improvement Program that identifies transportation projects scheduled for State and
Federal funding over the next seven years; and
WHEREAS, the North Carolina Board of Transportation solicits input for identifying
transportation projects of local and regional importance to be included in the FY 2009-2015
Transportation Improvement Program; and
WHEREAS, Orange County gives priority to identified safety needs on existing roads and
bridges, to other transportation projects that encourage alternatives to automobile travel, to projects
that minimize adverse impacts on the natural environment and cultural sites, and to those projects
that foster economic development in the designated Economic Development Districts; and
WHEREAS, Orange County strongly encourages the North Carolina Department of
Transportation (NCDOT) to design all highway projects, where appropriate, to accommodate bicycle
and pedestrian traffic to provide alternative means of transportation that may result in reduced
automobile traffic and related air and water impacts; and
WHEREAS, Orange County encourages the NCDOT to design all new or replacement bridges
with sufficient clearance to allow wildlife to cross safely under them, and to allow pedestrian passage
along any existing or planned trail-system connectors;
NOW, THEREFORE, BE IT RESOLVED by the Orange County Board of Commissioners that:

Subject: Orange County Recommended Priority Projects Outside
the Metropolitan Area Boundary for the 2009-2015 State
Transportation Improvement Program (STIP)
At its meeting on March 21, 2007, the Orange Unified Transportation Board reviewed
transportation projects in the areas of Orange County outside of the Metropolitan Area
Boundary (MAB) of the Durham-Chapel Hill-Carrboro (DCHC) Metropolitan Planning
Organization (MPO). The board voted to recommend the list of priority projects
adopted by the Board of County Commissioners for the 2007-2013 State Transportation
Improvement Program (STIP) for Orange County for the following reasons:
1. None of the projects is currently funded in the TIP and these are still top priorities;
and
2. Given the rescissions in federal funding to the states that has already caused
multiple delays in projects already programmed in the TIP, it is not likely that any
new projects will be funded in the 2009-2015 TIP.

THE 2009 - 2015 TRANSPORTATION IMPROVEMENT PROGRAM
1) Buckhorn Road (SR 1114) Widening: Widen from US 70 to West Ten Road (SR
1144) to a multilane facility with bicycle and pedestrian facilities. This stretch of
roadway borders the western boundary of the I-85/Buckhorn Road Economic
Development District EDD). This area is the focus of a growing problem of traffic
backing up on the northbound exit ramps of I-85 caused by northbound traffic exiting
I-85 onto southbound Buckhorn Road and turning left into a nonconforming business
use just south of the interchange. With increased interest in extending water and
sewer; and reconsidering proposed uses. within the EDD, improvements to the
transportation system to support plans for that district are necessary to attract the
desired development. Improvements are also needed for the safety of increasing
pedestrian travel in this corridor. The improvements will especially be needed with
increased traffic related to the new middle school and soccer fields on the north side
of West Ten Road.
2. Efland Cedar Grove Road (SR 1004, SR 1357: straighten and make turn lane
improvements; make more direct connection to Interstate 85. Traffic has increased
approximately 170% over the past ten years on Efland-Cedar Grove Road just north
of US 70, with the greatest increase between 1997 and 1999 when average annual
daily traffic (AADT) increased from 2000 to 4200, a 110% increase over the two year
period. The most recent AADT counts show a 14% over the period from 1999 to
2001. Much of that traffic "dog-legs" through Efland on Forrest Avenue to Mt. Willing
Road to access Interstate 85. Mt. Willing Road provides an at grade crossing of the
North Carolina Railroad corridor, the only access across the railroad tracks between
Hillsborough and Buckhorn Road. (The I-85/US 70 Connector just east of Efland is
not accessible to traffic on eastbound US 70.)
3. Dairyland Road/Orange Grove Road/Buckhorn Raad bicycle lanes: construct 4-ft.
paved shoulders along the following route from Carrboro to West Ten Road fio
provide a connection with proposed routes to Mebane and. Effand.
• Dairyland Road (SR 1112 - SR 1113 - SR 1177) from Union Grove Church Road
to Orange Grove Raad. (SR 1006);
• Orange Grove Raad (SR 1006) from Dairyfand Raad (SR 1177) to Buckhorn.
Road (SR 1114); and
• Buckhorn Road (SR 1114) to West Ten. Road (SR 1144).

requests funding for spark -and. ride facility (from the adopted Orange County
Economic Development District Design Manual) to be located in the I-85/Buckhorn
Road Economic Development District. This project would provide an opportunity for
coordination of public transportation efforts between two growing regions in North
Carolina, the Triad and Triangle.
