PURPOSE: To amend the Classification Plan by changing the salary
grade assignment for the class of Economic Development
Assistant from Salary Grade 66 to Salary Grade 69.
BACKGROUND: The Personnel Department has completed a classification
review of the Economic Development Assistant position
in the Economic Development Department. This review
was initiated because the duties and responsibilities
of the Economic Development Assistant position have
changed since it was assigned to that class and salary
grade in May 1991, when the position was first
established.
Economic Development has had an increase in new clients
each month from approximately 25 to 50. This has
required the Economic Development Director to delegate
greater responsibility for client management to the
Economic Development Assistant. This position now has
responsibility for working through the whole process
for the clients assigned and requires greater
independence of action and judgement.
In addition, completion of the strategic directives of
the Economic Development Strategic Plan and County
Commissioners ' goals in the areas of land use planning;
water and sewer provision; minority business
participation; and employment and training have
required delegation of greater responsibility to this
position for representing Economic Development
interests to outside organizations.

The duties and responsibilities of the Economic
Development Assistant position were compared to those
of positions in other classes in the Classification
Plan. The study (including the job factor analysis)
indicates that the duties and responsibilities of the
position are comparable to those of other positions at
salary grade 69. Thus the recommendation is to assign
the Economic Development Assistant class to salary
grade 69.
Upon approval of this recommended change, the Economic
Development Assistant position at salary grade 66 will
be reclassified and assigned to salary grade 69 . This
position is the only position currently assigned to the
Economic Development Assistant class.
RECOMMENDATION: The Manager recommends the Board amend the
Classification Plan to change the salary grade for the
class of Economic Development Assistant from Salary
Grade 66 to salary grade 69.
