BACKGROUND: County staff, with input from the Orange County Solid Waste Committee, have been pursuing the conversion of the existing system of 22 unstaffed greenbox sites in unincorporated Orange County, to a system of staffed solid waste convenience centers. It is highly desirable to make this conversion as quickly as possible in order to improve control over the kinds of materials that get into the waste stream that goes to the landfill. It is suggested that the County consider establishing a deadline of July 1, 1994 for all unstaffed greenbox sites. Staff can investigate ways to expedite this process. At this meeting, staff will present a brief report on some options for a possible interim approach that would involve converting some of the County' s existing consolidated greenbox sites to staffed, controlled access greenbox sites. The remaining greenbox sites would be closed as soon as practicable. In the meantime, staff would work with the Township Advisory Councils and the Solid Waste Committee to find locations that would be developed as the full-service solid waste convenience centers that have been discussed extensively at public meetings throughout the County. RECOMMENDATION(S) : Discuss options for closing the County' s unstaffed greenbox sites no later than July 1, 1994 .
