PURPOSE: To approve the recommended Home and Community Care Block Grant for Older
Adults Funding Plan for FY2007-2008.
BACKGROUND: The NC Department of Health and Human Services established the Home
and Community Care Block Grant on July 1, 1992. The Block Grant combined funds historically
provided to the Department on Aging, Department of Social Services, and. Joint Orange
Chatham Community Action Agency (JOCCA) to administer programs for rural and minority low-
income elders. A technical advisory committee of the program administrators -Aging, Social
Services, and JOCCA -convened by the Assistant County Manager has developed a proposed
Funding Plan for FY2007-2008. The Funding Plan has been reviewed and endorsed by the
advisory boards/board of directors for the three provider agencies. As a final step in the local
process, the Block Grant Funding Plan is presented to the Board of County Commissioners for
approval.
The State estimates for planning purposes that Orange County will receive $451,105 in FY2007-
2008, an increase of $9 066 from the previous fiscal year's grant as amended.
FINANCIAL IMPACT: The Home and Community Care Block Grant for FY2007-2008 provides
for a total of $451,105 in State funding to support a network of aging services throughout
Orange County. The required match is provided through in-kind contributions.
RECOMMENDATION(S): The Manager recommends that the Board approve the Home and
Community Care Block Grant Funding Plan for FY2007-2008 in the amount of $451,105 and
authorize the Chair to sign the grant documents.

JOCCA
Congregate Nutrition $97,295 $97,295
JOCCA has five Congregate Meal Sites located in ($3400 added
Orange County. A site manager is located at each during year)
site and is responsible for the daily operation of
nutrition programs and meals. There are also three
coordinators of services responsible for the
coordination, outreach, referral and provision of
services to low-income families and individuals.
These services include, but are not limited to
weatherization, housing rehabilitation assistance,
financial emergency assistance, Older Workers
Pro ram, and information and referral.
