PURPOSE: To consider options for the disposition of a parcel of County
owned land.
BACKGROUND: In 1974, Orange County acquired by foreclosure a parcel of
land, roughly one-half acre in size, on 10th Street in Mebane, just
inside the Orange-Alamance line. Recently, the grandson of the
previous owner (who is now deceased) approached the Revenue Director
and expressed interest in acquiring the parcel. The County' s financial
interest in the property is approximately $3,000, which reflects the
amount of taxes, plus 9% annual interest, that the County would have
received had the property remained on the tax roles. The current
market value of the property is estimated at roughly $14,000.
Among the options available to the County are the following:
1) retain ownership of the property;
2 ) sell the property under statutory provisions that govern usual
sales of County owned real property;
3) sell the property at private sale to a party formerly having an
interest in the property (pursuant to GS 105-376(c) ) ;
4 ) convey the property to Habitat for Humanity, OCHC, or some other
affordable housing organization , assuming that organization
demonstrates interest and can produce a plan for the timely and
effective use of the property.
Staff requests direction from the Board of Commissioners on how to
proceed with the disposition of the property in question.
RECOMMENDATION: The Manager recommends that should the Board opt not
to retain the property, that option 4 above be pursued.
