PURPOSE:
The Orange County Advisory Board on Aging, at its May 20
meeting, voted to recommend the individuals listed on the
attached as delegate and alternates to the North Carolina
Senior Tar Heel Legislature. The legislation which would
establish the Senior Tar Heel Legislature is expected to
be adopted soon and the Legislature would be convened in
the Fall. As outlined in the attached Fact Sheet, the
purpose of the Senior Tar Heel Legislature is to provide
the opportunity for older adults in this state to have a
strong, unified voice for addressing legislative priorities.
BACKGROUND:
Senate Bill 479 introduced in the North Carolina General
Assemblly on March 10, 1993, by Senator Beverly Perdue of
New Bern calls for the establishment of a Senior Tar Heel
Legislature. One delegate from each county will be
elected for a two year term. Delegates must be 60 years
or over. Each county must also elect an alternate.
RECOMMENDATION(S) :
Manager recommends appointment of slate as presented.

Ms. Johnson is currently the President-Elect of the
North Carolina Senior Citizens Association. She
retired in 1990 from a forty year career in senior
citizens programming which brought her state and
national recognition.

Ms. Morrow is a retired elementary school teacher who
is actively involved in the Efland-Cheeks Senior
Citizens Club as well as other civic and religious
organizations.

Mr. Schmidt is a retired university professor who
currently serves on the Advisory Board on Aging as
well as the RSVP Advisory Council. He was the first
president of the Orange County AARP chapter.

North Carolina Senior Tar Heel Legislature
Senate Bill 479 introduced in the North Carolina General Assembly on March 10, 1993, by
Senator Beverly Perdue of New Bern calls for the establishment of a North Carolina Senior Tar
Heel Legislature.
Purpose of the Legislature: The Bill specifies that the Senior Tar Heel Legislature is
to:
• Provide information and education to senior citizens
on the legislative process and matters being
considered by the North Carolina General Assembly
• Promote citizen involvement and advocacy
concerning aging issues before the North Carolina
General Assembly
• Assess the legislative needs of older citizens by
convening a forum modeled after the North
Carolina General Assembly
Meetings of the Legislature: Pending passage of the legislation, the first session of the
Senior Tar Heel Legislature will be held in June of 1993.
Subsequent sessions are to be held in March of every year
beginning in 1994. The sessions are to be held in the State
Capitol in Raleigh. The Division of Aging in the North
Carolina Department of Human Resources is charged with
the responsibility to organize and coordinate the
Legislature.
Selection of Delegates to the One delegate from each county will be elected to the Senior
Legislature: Tar Heel Legislature for a two year term. Delegates must
be age 60.or over. Local elections will be organized by
the 18 Area Agencies on Aging in the state. The election
of delegates and an alternate from each county will take
place during the month of April.
Reporting Requirements of the The Senior Tar Heel Legislature shall, at the conclusion of
Legislature: each session, make a report of that session's proceedings
and recommendations to the North Carolina General
Assembly.
