(RN&M); 2) Consider authorizing a contract with Southern Piping ,Incorporated of Raleigh for replacement of the approximately 25 year old Jail chiller and; 3) Consider authorizing a contract for professional services with RN&M for the design of a replacement heating, ventilation and air conditioning (HVAC) system for the Orange County Jail (pre-1997 sectors) as recommended in the April 2007 system analysis, including preparation of bid documents and construction management and for performance of an Existing Building Code Review. BACKGROUND: The HVAC system serving the pre-1997 sections of the Jail is approximately 25 years old, and as such is becoming increasingly unreliable for meeting the on-going demands of this 24 hours per day, 365 day per year facility. In addition, due to growth in the number of occupants (staff and inmates) and modern standards for ventilation, the overall HVAC system is in need of replacement. 1) Orange County Jail HVAC System Replacement and Upgrades At its August 22, 2006 meeting, the Board approved retaining the services of RN&M to identify current heating and cooling loads for the Jail and to identify an appropriate energy-efficient replacement HVAC system, including improvements needed to bring the system to current standards for air flow/ventilation, at a cost of $6,800. An additional $1,200 was also approved at this time for design work to address air quality issues at the Court Street Annex building. This analysis was completed by RN&M in April 2007 and determined that geothermal heat pumps were not feasible for serving the Jail. Initial consideration was given to adding the Jail to the geo-thermal system to be constructed for the new Justice Facility, but due to locations of 2 trees, set backs from sewer lines, buildings, etc. it proved impossible to site enough additional wells to serve the Jail. The analysis conducted by RN&M also examined the feasibility of constructing a geo-thermal system for the Jail on the open space to the south and/or north of the Historic Courthouse, but again, trees and required setbacks eliminated this option from consideration. The system with the best life cycle cost of the other three examined was determined to be a four-pipe hydronic system to include a new boiler and chiller. A copy of the "Orange County Jail HVAC System Upgrade -Life Cycle Cost Analysis" has been included as Attachment `A' 2) Chiller Replacement Due to its age and increasing unreliability, it is recommended that the existing chiller be replaced as soon as possible. With that in mind, Public Works requested that RN&M develop specifications for a recommended replacement chiller that would be compatible with the overall HVAC system replacement. Public Works and Purchasing then requested bids from four qualified HVAC contractors for the removal of the existing chiller and replacement with the model recommended by RN&M. Bids were received from four HVAC contractors, with Southern Piping, Inc. of Raleigh the low bidder at a cost of $45,929 for supply and installation of a Carrier 45 ton chiller. RN&M have provided a proposal for performance of the HVAC system design work at a cost of $54,000. The affected sections of the Jail for the HVAC system replacement were constructed in approximately 1982. As such, building code and/or accessibility deficiencies may be identified during replacement of the HVAC system. RN&M have provided a proposal to perform a "North Carolina Building Code Chapter 34 Existing Building Code Review" to identify deficiencies that will be required to be remedied in order to proceed with the installation of a new HVAC system for the Jail. The cost for this review is $8,000. FINANCIAL IMPACT: Adequate funds for this work are available in the HVAC Replacement capital account. Table 2 summarizes available funding in the HVAC capital account, as well as known and estimated costs for each project element. These areas include the booking area, main control room, kitchen, laundry, visitation area, main lobby and several cells. Occupancy loads were based on current levels, with no increased capacity assumed for these areas. The existing system is approximately 25 years old. Several critical system components, including the chiller have reached or exceeded their life expectancy. Our analysis included evaluating these components, their effect on the operation of the jail, the economic impact of replacement, and the potential systems that could be used for replacement. URANGE CULINTY JAIL lEIVAC SYSTEM UPG.RAIDE LIFE CYCLE OUST ANALYSIS INTRODUC'T'ION In an attempt to identify the best replacement system for the Orange County Jail HVAC system the following systems were chosen for further study in this Life Cycle Cost Analysis. This list does NOT indicate any order of preference: ® Four-pipe liydronic system, using constant volume 4-pipe air handling units. T11is scheme. would involve running new hot water piping and chilled water piping where necessary, new chillers and boilers; and new air handling units. ® Water source heat pump units distributed in closets and on mechanical platforms. This system would .involve adding a cooling tower and heat exchanger; replacing existing boilers, running new piping throughout the building; acid installing iiew water source heat pw.izps in the building. ® DX air handling units with hot water heat. This system would require replacing air handling units,: replacing boilers grid hot water piping, and adding DX condensing units on the roof. ~ Geothermal heat pumps. Though it may have been attractive, this option was eliminated .due to the absence of adequate area and the complications associated with installing 15- 20, 450ft deed wells spaced> out on 20ft x 20ft grid spacing. The terrain sturoundirzg the jail is predominately paved areas (streets and parking), adjacent buildings, and grassy areas containing a significant amount of trees. In order to maintain a high level of efficiency, geotlierlnal well'. fields should be located as close to the building as possible to minimize the amount of pumping power rewired. Horizontal trenching gild vertical drilling in the inunediate area of the jail would significantly disrupt. services to this 'building,and the surrounding buildings as well. The grassy area sunounding the Old Courthouse was eliminated because the trenching aiid drilling regtured could destroy the root system. for the'tiees in this area. A.Iso, any piping would' have to be turuieled below the street and would have to be coordinated with any utilities in this area (much are unknown). METHOD OF ANALYSIS Cost estimates for system were performed for each of the systems described above, based on Historical cost. data and RS Means cost estimating manuals. These estimates are for comparison purposes only at this point as the project budget will need to reflect other design elements, prices, arld ,phasing; etc. The building. envelope and load characteristics were modeled using Equest software (DOE-2). Building. use tivas modeled based on 24=Hour occupancy and energy output was compared with actual utility usage obtained from the owner to verify the accuracy of the model. I ANALYSIS SUMMARY Life cycle costs are based on a 25-year life cycle, with costs computed to present value with a real discount rate assumed at 2.7%. Fuel price escalation is based on DOE estimates for the South. Also, life cycle costs assume central plant equipment replacements where applicable for the given system alternative/type as follows: 50-ton cluller at year 20; boilers at year 20, DDC controls at year 1 S, pumps at year 20, DX condensing units at year. 20, and cooling tower with heat exchanger at year 20. The raiilcing for systems based on estimates of installation cost (estimates~do not include construction contingency or design fees), from lowest cost to highest cost, is as follows: 1. DX condensing units witls hot water heat $300,240 2. 4-pipe boiler aiid chiller $350,280 3. Water source heat pump $400,320 The rat~lcing for systems based on estimates of a 25-year life cycle cost, fiom lowest cost to highest cost, is as follows: 1. 4-pipe boiler and chiller X1,072,398 2. DX condensing units with hot water heat $1,090,300 3. Water source Heat pump $1,263,494 The 4-pipe boiler. aiid chiller option provides the lowest overall life cycle cost although it has the second lughest initial installation cast as seen. above. While the DX condensing units with hot water heat provides the lowest initial cost, the savings are not enough to offset the operating and maintenance costs associated with this. alternative. As for the WSHP option, it .cost more than both the other alternatives to install and had higher energy consumption. This was mainly due to the load pattern of this building not. being ideal. WSHP' systems work best in buildings with both perimeter (heating) loads and high intei7ial (i.e. people; computers, lights, etc.) loads:in the winter. In this scenario the water source loop can. be almost self-sustaiiung as heat is moved from the internal spaces with high heat loads to the perimeter spaces which regoii`e heating:: RECOMMENDATIONS We recommend proceeding with design of the four-pipe air handling unit system. This system offers the lowest life cycle cost ofthe three systems evaluated. Although not considered in the life cycle cost, this system may be able to take advantage of portions of the existing 4-pipe system. and therefore offer simpler installation aixd lower cost. Also due to limited internal sensible loads, the 4-pipe system provides the best of the alternatives studied. for dehumidification by utilizing hot water reheat coils in the air handling units. This installation, as analyzed, would require replacing the existing chiller and boilers and. rooting new piping where necessary. The existing air Handling units would be replaced with constant volume units for the cell block areas acid a variable air volume unit with hot water reheat boxes for the office areas. s Renovatuig the jail will require bringing the site up to code in many areas. One which plays a significant part in HVAC is the outdoor air requirement. Replacing the current air conditioning systems «~ill require an increased amount of outdoor air to be brought into the building to meet the North Carolina State Mechanical Code (Chapter ~1) alld Asluae Standard 62. This is done to increase the indoor air quality within the jail by providing fresh air front the outside and exhausting stale air containing odors, contaminants, etc. from the biiildi.ng. We also explored the option of applying a district heating system to this building and adjacent buildings in the area. We do not recommend districting as an option for this site. Our recommendation is based upon this site having a relatively low load density and a lo~~v annual load. factor. A low load density means that the heating and cooling loads are spread out over a lai:ge geographical area with large areas having no load at all (streets, parking lots, grass areas, etc.). A low annual load factor means that due to these buildings being mostly office areas the loads fluctuate significantly on a daily and yearly basis. The 2000 Asluae Handbook -HVAC Systems and Equipment (Chapter 11) recommends that both oi'these factors be high in order for the economics of a district heating and cooling to make sense. This is typically seen in l) industrial complexes and 2) high rise buildings where you have a high heating aid cooling load per ,square foot of site footprint and more consistent daily and yearly load factors. Also, the cost of the distribution piping for this system would be vet:y large and installation would sigtlificautly disrupt the roads, sidewalks, and grass areas around the buildings in ibis historic area. The coordination with existing utilities and the "tullcnowns" below these areas alone could present a significant challenge and in itself could prove prohibitive. Although not analyzed in this life cycle cost analysis, we considered the options for dealing with HVAC related issues at the I~istoric Caw•thouse and the Court Street Aivzex. Since a district system is nat practical, we recommend replacing the equipment at the Historic Courthouse with like equipment or substituting DX systems in lieu of WSHP. As for the Court Street Aruzex, we recommend. abandoning the underslab ductwork entirely as it can become problematic with respect to humidity atzd indoor air. quality. The limited above ceiling space prohibits installing ductwork above ceiling so we would reconunend small, ductless DX systems such as Mitsubishi's City Multi system to treat the lower level. These systems operate well at low load conditions, providing ,some degree of dehumidification at even the lowest load paints. Considerul~ that the equipment serving t11e second: level is relatively new (1.999 or later) we don't see any need to modify or replace this equipment at this time. BASIC SYSTEM .DESIGN CRITERIA The eventual system design, after conducting the life- cycle cost analysis on the tluee systems listed above and selecting an alternative, vaould include the following (but not limited to): Evaluation of the existing central chiller and air handling units, to detei7nine how they should be replaced within the project budget. Installation of a new energy management system. ~ Evaluation of the existing hot water and chilled water piping to determine to what extent replacement is necessary. ® Evaluation of duct systems to deterini.ne where and to ~~vhat extent ductwork can be feasibly replaced. ® Evaluation of the phasing and relocation of occupants that may Ue required as a .result of ductwork and system replacement. ® Evaluation of the existing boiler systems (2) to determine if systems should be combined and how they should be replaced rvithiiz the project budget and phasing. ® Evaluation of ventilation systems to determine what is necessary and. feasible within.the project budget to meet code requirements. ~ Evaluation of smoke exhaust systems (if present and if required by code) to determine what is necessary to meet code requirements. ® Evaluation in cooperation with the county inspections department of other building systems which they iiiight require to be upgraded (lire ratings, egress, fire alaixns, security, etc.). PROJECT DESCRIPTION: HVAC System replacement, including associated electrical and general construction for the approximately 16,600 square foot portion of the jail encompassing all'but'the mast recent addition. FEE: Our'lump sum fee for this'project is Fifty-Four Thousand Dollars ($S4,Ot)O:t?p}. The' milestones for billing are as follows: Schematic/Design Development Phase 35%, Construction Documents 40%, BidlNegotiate 5%, Construction Phase 20%. BASIC SERVICES: The lump sum. fee proposed above includes the. following basic services: L Prepare projectdrawings and specifications in sufficient detail. to obtain regulatory approval and to receive'bids. 2. Coordinate our work with work of other members. of the Design Team. 3. Solicit bidders, receive bids, and negotiate as required, providing required documentation to allow the County to.award'a contract to, the selected bidder. 4. 'Review shop drawings and submittals far items. of work"that are part of our design. 5. Conduct regular site visits during construction to observe the work and assist with: coordination or problem resolution: 6. Conduct Pre-Bid,'Rre-Construction, and Monthly Construction Conferences. 7. Conductpre=final, final; and end of warranty inspections. 8. Review Owner's Manuals and as-buih drawings submi ted by the Contractors. 9. Support Owner during the Contractors' one-year warranty period to resolve any problems with equipment manufacturers, suppliers, system operation, balancing, etc. 10. Preparation of Electronic Record Drawings from contractor-furnished as-built marked prints. ADDITIONAL SERVICES: The lump sum fee proposed above does not include services such as those listed below. We will propose additional fees for such services upon request: 1. Design of additional elements not related to the HVAC systems replacement, which may be generated by the Orange County Inspections Department. Examples would be additional fire alarm, fire sprinkler systems, fire rating of existing construction, egress modifications, etc. a~ 2. Construction administration services which extend beyond the established Contract Completion Date, through no fault of the Designer, including default ofany Contractor. 3. Modifying drawings and specifications as a result of Contractors' equipment substitutions, failure to coordinate or sequence the work, or other fault of the Contractor(s). 4. Any other services requested that are not listed in Basic Services above. BILLINGS/PAYMENTS: Invoices will be presented monthly, based on progress during the month. Payments wilt be due on a net 30-day basis. Financing charges on balance beyond 30 days wilt be 1-I/2% per month (I $% APR). If we should have to seek legal action to effect collection, and we prevail in. litigation, then all costs associated with collecting overdue accounts will. be recoverable. if payments are withheld or disputed, then we retain the right to suspend further services until the account is current. Review our findings with the Owner including recommending options available to correct deficiencies. 4.
