PURPOSE: To extend the permanent time-limited position of
Chapel Hill/Orange County Visitors Bureau Director
through June 30, 1994 and
To establish a permanent time-limited position
administrative assistant position through June 30,
1994 for the Visitors Bureau.
BACKGROUND: In response to the Orange County Economic Development
Strategic Plan, the Chapel Hill/Orange County Visitors
Bureau was created in 1992. The Board of County
Commissioners established the permanent one year time-
limited position of Visitors Bureau Director which was
filled by Ms. Shelly Green effective June 1, 1992 .
Since the end of July 1992, the functions of
Administrative Assistant have been performed by
temporary staff.
At the time the position of Visitors Bureau Director
was established it was anticipated that the Visitors
Bureau would become a separate non-profit entity by
January 1, 1993. After productive discussions between
the Visitors Bureau Board and County management, it is
recommended that the Bureau continue in the present
administrative and budgetary structure until the
Bureau can develop the fiscal controls and personnel
policies necessary to fully become a separate non-
profit entity.
All funds for the Visitors Bureau are derived from the

Orange County Hotel/Motel Occupancy Tax.
RECOMMENDATION: The Manager recommends that the Board approve:
( 1) Extension of the permanent, time-limited position
of Visitors Bureau Director through June 30, 1994.
(2 ) Establishment of a permanent, time limited
Administrative Assistant position to support the
Visitor Bureau through June 30, 1994.
