BACKGROUND: In July 1992 Orange County became part of the Tar Heel State Job Training Consortium with Randolph and Alamance Counties. Policies and program design for training programs in the three counties are under the auspices of the Tar Heel State Private Industry Council (PIC) . The Commissioners from each county appoint six individuals representing sectors of the community to. the 18-member PIC. The administrative entity for the three county consortium is Regional Consolidated Services, a Community Action Agency located in Randolph County. The agency oversees JTPA training programs in the three counties. Regional Consolidated Services compiled the attached report which describes the training programs and level of participation in Orange County since July 1992. Bobbie Vaughan, Orange County PIC member will present the status report. Janice Scarborough, Director, Regional Consolidated Services, will be available to answer questions. MAY ii, 1993 ORANt3E COUIII'Y PROORAM REPORT Current Orange County projects operated by RCS RAT SDA are the Title III Dislocated Workers, 3% Older Workers, Institutioflalixed Offenders, Individual Referral, Title It-B Summer Youth, and the Preemployment Skills programs, TITLE ILL The Title III projects target persons who are in a layoff statue or haws received a noting of pending layoff. Three programa are offered in this project. The Alseancne Employment Security Commission oversees the Orange County Title III Projects. 1. Services to Participants IBTP) aids participant■ in intensive job search. Participants in this project primarily want to return to work without further education or training. There have been 4 Orange County residents receiving this ■arrvioe thus far in Program Year '92. On the ,Job Training (OJT) places participants in employment where new skills are learned or existing skills are upgraded. The employer may be reimbursed up to 5 percent of the training eagle. Ten Title III participants have been enrolled in this program during the current program year. PROGRAM The 3% Older Workers Program is a part-time ar full-time employment program for persons aged 55 and over. Theme persons are placed in nubwidiaed employment for a period not to eitaeed four months. This assist■ thee in entering or reentering the labor force. This population is typically conscientious regarding good work habits. Duo to age (a. well as agoaaianal tang term unemployment, lack of skill.), they often require advocacy in the labor force. However, persons enrolled in the Title II-A project are not dislocated workers. Rather, they are person. who are economically disadvantaged. The Joint Orange-Chatham Community Action Agency in the contractor for this project. (PES) project provides alas. rads instruction to students 14 through 2i years of age at Orange County High School. Theme students are taught techniques to prepare them for getting and keeping • job. The Preemployment/work maturity youth aospatenaies are the basic curriculum end consists of 11 core aumpunentm. TIC II-R Mamma YAWN EMptigym NT 404) TRAINING PROGRAM (BYRTP) During the mummer of 1993, participated in the mummer project in Orange County. Partioipante were planed at public and/or private nonprofit workmates while school was in recess. Btudenta having failed reading and/or math were required to attend mummer oatmeal in order to work. This project was operated by the Joint Orange- Chatham Community Action Agency. BREAKD9WN: Recauce Orange County Bummer Youth was not technically • BbA project last year, characterlatic information is not accessible through computer. However, JOCCA did exceed their enrolivant level last year with a total of at youth participating. JOCCA will be operating the mummer project again this year in Orange County. Thin information gives the amount allocated to each county per funding source. Two Orange County project■ received additional monism thio Program Year. The Joint Orange-Chatham Community Action Agency operated last year's Bummer Youth Project ( II-N) and the current Individual Referral program ( II-A). The breakdown shoos these increases in the appropriate categories. Of the 15 percent, 7 1/2 goes to each contractor and 7 1/2 goes to the Service Delivery Area. I hope this information is sufficient. Due to time constraints, we were not able to break out the exact amounts spent thus far this year by each contractor.
