PURPOSE: To receive citizen comments regarding the proposed FY93
Community Development Block Grant Application for the
Efland Community and approve a resolution authorizing
submission of the formal application document by May 28,
1993.
BACKGROUND: The N.C. Department of Commerce has announced the
availability of Community Development Community Development
Block Grant funds for Community Revitalization projects. A
public hearing was held on April 20, 1993 to receive
citizen comments prior to developing a grant application.
There were no comments provided at this hearing, thus,
staff recommended re-submitting the unsuccessful FY 92
Application for the Efland Community.
Based on data gathered during the last year regarding the
severity of needs in this area, the proposed activities
are Acquisition, Sewer Improvements, Housing
Rehabilitation, Water Improvements and Clearance. The
attached summary details each activity and also provides
cost estimates for these activities. The total project cost
is $730,000.
ECD requires applicants to conduct a second public hearing
after the grant application has been prepared in order to
receive additional comments prior to submission. The
application document is due May 28, 1993.
RECOMMENDATION(S) :
The Manager recommends the following:
1. Receive citizen comments as additional information.
2. Approve the resolution authorizing submission of the
Efland CDBG Application by May 28, 1993 and authorizing
the Chair to sign the application document on behalf of
the Board upon approval by the County Attorney.

ITEMEFLAND AREA
The proposed Efland Sewer CDBG Area is located in the
Cheeks Township of the County in an area bounded on the south
by Highway 85, on the west by Watson Road, east by Gaines
Chapel Road and on the north by the north side of Forrest
Avenue and Saunders Road. A map delineating the area is
attached. This area is plagued by malfunctioning septic
systems, deteriorated housing and the lack of water service.
In order to eliminate the above blighting conditions,
the following project activities are proposed:

SEWER IMPROVEMENTS
--Construction of 4,500 if of 8" Sanitary Sewer
line; 2450 if 2" Force Main including installation
of a Pump Station and 29 service connections $ 409, 370
HOUSING REHABILITATION
--Repair 15 deteriorated houses $ 209, 755
WATER IMPROVEMENTS
--Provide public water service to 11 dwellings $ 6,875
CLEARANCE
--Remove three deteriorated dwellings from the $ 6,000
area.

Ongoing Administration $ 95,000

RESOLUTION AUTHORIZING AN APPLICATION FOR COMMUNITY
DEVELOPMENT BLOCK GRANT FUNDS
NOW, THEREFORE BE IT RESOLVED by the Board of County
Commissioners of Orange County, that an application for
Community Revitalization Grant funds from the N.C. Department
of Commerce is hereby authorized. The target neighborhood is
the Efland community and the amount to be requested is
$600,000. The application will be submitted on or before May
28, 1993.
FURTHER, the Board of Commissioners of Orange County
authorizes the Chair of the Board of County Commissioners to
sign the application document upon approval by the County
Attorney.
