BACKGROUND: Following inquiries from several citizens and town officials, the Orange County Board of Health adopted a regulation governing the standards for the operation and maintenance of tattooing establishments in Orange County, at its meeting of September 24, 1992. The regulations went into effect on January 1, 1993. The fees for the services were recommended by the Health Director and adopted by the Board of Health at its meeting of December 10, 1992. The fee was established to cover the cost of the inspection and is comparable to fees adopted by Onslow, Cumberland and Wake Counties each of which has adopted a similar regulation. The new fee was included in a revised recommended fee schedule for Environmental Health services which was adopted by the Board of Health at its meeting of December 10, 1992. The Health Department wishes to implement the inspections required by the new regulation and seeks the Board of Commissioners approval of these fees at this time. Two services have been adopted as indicated below: TATTOO OPERATOR PERMIT This activity includes an initial visit to a tattoo parlor to issue a permit for the operation of the parlor upon determination that the parlor is in compliance with the tattoo ordinance, and quarterly visits to assure that the operation remains in compliance. 2 TATTOO ARTIST PERMIT This activity includes an annual fee charged to each tattoo artist operating in orange County to ensure that the artist has under gone an approved training program and has a valid health certificate. The fee for the Tattoo Operation permit is $200.00 dollars annually. The fee for the Tattoo artist permit is $100.00 dollars. According to North Carolina GS130A-39, A local board of health may impose a fee for services to be rendered by a local health department. Fees shall be based upon a plan recommended by the local health director and approved by the local board of health and the appropriate county board of commissioners. RECOMMENDATION(S): The Manager recommends that the Tattoo Operator permit fee of $200.00 dollars and the Tattoo artist permit fee of $100.00 dollars be approved by the Orange County Board of Commissioners.
