PURPOSE: For the Board of Commissioners to consider changing the name of
the Non-Binding School Task Force to School Policy Issues Discussion Task
Force and to review the charge, process and composition. -
BACKGROUND: Concern was voiced that the members of the elected Boards were
not clear about the issues being discussed at the Non-Binding meetings.
Also, elected officials indicated a need for clarification regarding
whether the Non-Binding Task Force is authorized to make recommendations
or decisions. A formal charge is meant to inform all Boards that the
purpose of this group is to discuss policy and funding issues, seek
consensus on those issues and refer recommendations of the groups
discussion to each participating governing Board for consideration.
The final decision making responsibility rests with each individual Board.
RECOMMENDATION(S) : Review and discuss the charge, process and composition
for approval.

SCHOOL POLICY ISSUES DISCUSSION TASK FORCE

CHARGE :
1 ) To discuss policy and funding issues of interest and/or concern
to either School Board or the Board of County Commissioners and
report regularly to each Board on recommendations made .
2 ) To seek consensus on issues discussed and refer the product of
the groups discussion to each participating Board for action .
PROCESS :
1 ) Issues for discussion may be initiated by either Board.
2 ) The County Manager and each School Superintendent shall serve as
staff to the Task Force.
3 ) The Dispute Settlement Center may on occasion be used to
facilitate the resolution of issues discussed by the group .
COMPOSITION :
A total of six (6 ) members will be appointed . Two ( 2 ) members
shall be appointed by each School Board and the Board of County
Commissioners . Members shall be appointed annually on a cycle
determined by each Board. The Chairman of the group shall be
appointed by the Board of County Commissioners annually.
NOTE: All meetings are open to the public and will be announced as
public meetings . Each meeting of the Task Force will
provide an opportunity for other elected members of the
participating Boards to address the group. Otherwise ,
discussion during meetings will occur only among Task Force
members and staff. Minutes of meetings will be recorded and
forwarded to elected members of each Board by the staff of
each .
