BACKGROUND: On October 1, 1992 the Durham-Chapel Hill-Carrboro (DCHC) Transportation Advisory Committee (TAC) held a public hearing in Durham to receive comment on the proposed Regional Bicycle Plan for Durham and Orange Counties. Comments were also requested from NCDOT. Extensive comments were received in December and ranged from relatively minor technical corrections to more fundamental issues such as the target group for which bicycle improvements are recommended. The consultant, Greenways, Inc. , has indicated that it will cost approximately $5,000 to conduct further research on the NCDOT comments and revise the Plan to incorporate them along with comments from the hearing. The TAC discussed additional funding on March 10, 1993 and voted unanimously to request that participating jurisdictions share the cost in the same proportion as the original cost estimate for the project. Orange County contributed 20.085% of the project cost making its share of the additional funding $1,004 . The City of Durham has committed to additional funding as detailed in Agenda Item #11. Durham County will consider it on April 26 and Chapel Hill is tentatively scheduled to consider additional funding in early May. RECOMMENDATION: The Administration recommends approval of the additional $1,004 in funding from contingency. Ahrendsen, TCC Chairperson 1SUBJECT: Regional Bicycle Plan On October 1, 1992 the Transportation Advisory Committee (TAC) held a public hearing to receive public comment on the proposed Regional Bicycle Plan for Durham and Orange Counties. The TAC also requested comments from NCDOT on the Plan. Extensive comments were received from NCDOT in December. These comments ranged from relatively minor technical corrections to more fundamental issues such as the target group for which bicycle improvements are recommended. The consultant, Greenways, Inc. , has indicated that it will cost approximately $5,000 to examine and conduct further research on the NCDOT comments and to revise the Plan to incorporate the comments from NCDOT and those received at the public hearing. John Lloyd served as the alternate for the City of Durham. Kenneth Broun, TAC Chair, brought the meeting to order. Charles Grady, Jr. and Juanita Shearer-Swink were introduced as the 4 TAC Minutes - 3/10/93 Page 5 lot was approved previously by the TAC. A balance of approximately $600, 000 remains to be allocated as desired. Becky Heron made a motion to approve the obligation of $1,680, 080 in Direct Allocation STP funds to the projects listed above. Alice Gordon seconded the motion. The motion passed unanimously. It was requested that the TCC look at the following projects to receive STP Direct Allocation funding: (1) Bicycle/pedestrian path from N. Greensboro Street to Elm Street in Carrboro, (2) pedestrian improvements to existing roads without involving widening the roads, particularly on the bus routes, (3) • bicycle/pedestrian project bridge over Morgan Creek (in Chapel Hill) at Arboretum/Ashe Place, (4) regional modelling process, and (5) maintaining a contingency fund to cover any shortfalls for the approved projects listed above. National Highway System (NHS) : Mark Ahrendsen summarized the National Highway System (NHS) . This system consists of interstate routes and portions of urban and rural principal arterial routes. It promotes interstate travel and commerce. There was some discussion concerning the addition of U.S. 15-501 from 1-40 south to the planning boundary in Chatham County to the system. Becky Heron made a motion to endorse the National Highway System (NHS) recommended by NCDOT and to add U.S. 70 (from 1-85 to Wake County) and the East End Connector to the NHS. Alice Gordon seconded the motion. The motion passed unanimously. Reference Material: A summary of Transportation Funding Sources and a Dictionary of Acronyms were provided to the TAC members for future reference. Regional Bicycle Plan Supplemental Funding: Mark Ahrendsen explained that the Regional Bicycle Plan needs to be modified by the consultant to incorporate comments from NCDOT. This will cost approximately $5,000. Alice Gordon made a motion that each of the jurisdictions participating in the Regional Bicycle Plan share in the cost of the additional $5, 000 necessary to complete the Plan in the same proportion as the original cost estimate for this project. Becky Heron seconded the motion. The motion passed unanimously.
