PURPOSE: To designate May 18, 1993 as D.A.R.E. Day in Orange County.
BACKGROUND: The D.A.R.E. program started in Orange County five years ago.
The semester long program is taught to all six graders in the County
School System and to all fifth graders in the Chapel Hill-Carrboro School
District. Each D.A.R.E. officer completes special training including
teaching techniques, development of self-esteem and child development.
The program helps students understand self-image and how to handle stress
without using drugs and learn decision-making skills by evaluating the
consequences of the choices available to them.
RECOMMENDATION(S) : To approve the proclamation designating May 18, 1993 as
D.A.R.E. Day in Orange County.

PROCLAMATION
Desianating May 18, 1993 as D.A.R.E. Day in Orange County
WHEREAS D.A.R.E. (Drug Abuse Resistance Education) is a
seventeen-week program that teaches young people why and how to
resist pressure to experiment with cigarettes, alcohol, and other
drugs;
WHEREAS D.A.R.E. targets young people when they are most
vulnerable to the tremendous peer pressure they encounter, and
teaches the skills needed to make positive decisions and to resist
engaging in negative behavior;
WHEREAS D.A.R.E. is taught in school systems in all 50 states
and several foreign countries;
WHEREAS the D.A.R.E. program is taught in the classroom by
uniformed, experienced law enforcement officers with direct
experience in cases involving criminal activities and ruined lives
caused by substance abuse;
WHEREAS each D.A.R.E. officer completes special training
including teaching techniques, development of self-esteem, and
child development;
WHEREAS, the D.A.R.E. curriculum, developed in 1983 by the Los
Angeles Police Department and the Los Angeles Unified School
District, and since then adopted by the North Carolina State
Department of Public Instruction and the North Carolina Department
of Justice helps students understand self image, and handle stress
without using drugs and to learn decision-making skills by
evaluating the consequences of the choices available to them;
WHEREAS the D.A.R.E. Program, in existence in the Orange
County School System for five years, has delivered the semester-
long course to over 2,000 sixth graders and an abbreviated course
to over 7,500 elementary school students with positive results,
NOW, THEREFORE, BE IT PROCLAIMED by the Orange County Board of
Commissioners that May 18, 1993 be designated as "D.A.R.E. Day in
Orange County."
