PURPOSE: To recognize the vital functions performed by the County Clerk in
serving the constantly changing needs of the community and the citizens of
Orange County.
BACKGROUND: The position of clerk is one of the oldest in government
dating back to prebiblical times. The clerk tied the past to the present
by keeping the records of what happened. The position of Clerk has gone
through a major evolution within the last fifteen years mainly because of
the formation of professional organizations that have promoted education
to meet the specific needs of the clerk. As a result of this influence,
the role of clerk has become more complex, requiring that the present-day
clerk be a professional administrator. This proclamation is one way to
educate the general public on the significance of the County Clerk's role
in local government.
RECOMMENDATION(S) : Proclaim May 2 through May 8, 1993 as County Clerk's
Week and authorize the Chair to sign the proclamation.

COUNTY CLERK'S WEEK
MAY 2 THROUGH MAY 8, 1993
WHEREAS, The Office of the County Clerk, a time honored and vital
part of local government exists throughout the world, and
WHEREAS, The Office of the County Clerk is the oldest among public
servants, and
WHEREAS, The Office of County Clerk provides the professional link
between the citizens, the local governing bodies, and
agencies of government at all levels, and
WHEREAS, The County Clerk has pledged to be ever mindful of their
neutrality and impartiality, rendering equal service to
all, and
WHEREAS, The County Clerk serves as the information center on
functions of local government and community, and
WHEREAS, The County Clerk continually strives to improve the
administration of the affairs of the office of County
Clerk through participation in education programs,
seminars, workshops and their annual district, state and
national meetings, and
WHEREAS, it is most appropriate that we recognize the many out-
standing accomplishments of the office of County Clerk.
NOW, THEREFORE, WE the Orange County Board of Commissioners do
hereby recognize the week of May 2 through May 8, 1993 as
County Clerks' Week and further extend appreciation to
our County Clerk for the vital services she performs and
her exemplary dedication to the citizens of Orange
County.
