BACKGROUND: The Assistant Telecommunications Supervisor position in the Emergency Management Services Department will be vacant effective May 1, 1993. In the context of right sizing and determining the best use of available resources, EMS reviewed the current assigned functions for this position and assessed the needs. As a result of its review, EMS realized that the need for a training specialist was higher priority than having an Assistant Telecommunications Supervisor. Presently there is a training function for telecommunicators being carried out by one of the Telecommunications Shift Supervisors on a part time basis. There is a need for the training function to be full time and for the Telecommunications Shift Supervisor having the training function to re-assume full time shift supervisor duties. The duties and responsibilities of the vacant Assistant Telecommunications Supervisor have been split between the Telecommunications Shift Supervisors, the Telecommunications Supervisor and the Director of Emergency Management. To respond to the need for a full time training position and a full time Shift Supervisor, EMS reassigned the vacant Assistant Telecommunications Supervisor position to training duties. EMS submitted a revised position description to Personnel reflecting 2 the training functions for the vacant Assistant Telecommunications Supervisor position. These include in-house training for telecommunicators in areas such as emergency dispatch, computer aided dispatch, incident command system, dispatch methodology training, CPR, new employee training and specific standard operating procedures training. The position will also provide preceptor hours to Telecommunicator trainees. The position will be responsible for assessing the training needs and developing, designing and evaluating the actual training programs. The position will ensure that training is in compliance with current and new regulations. The position will also be responsible for developing and maintaining the Standard Operating Procedures and be responsible for community outreach and education. Personnel review of the classification of the training position indicates the need to establish a new class of Emergency Management Training Specialist at Salary Grade 66 to recognize the duties and responsibilities. The Salary Grade proposed for this class is the same as that assigned to the Telecommunications Shift Supervisor class and one grade higher than the Telecommunicator class at Salary Grade 65. With approval of the new class the vacant Assistant Telecommunications Supervisor position at Salary Grade 67 will be downgraded to the Emergency Management Training Specialist class at Salary Grade 66. RECOMMENDATION: The Manager recommends the Board amend the Orange County Classification and Pay Plan to add the class of Emergency Management Training Specialist at Salary Grade 66. 3 ATTACHMENT C7015-5/93 EMERGENCY MANAGEMENT TRAINING SPECIALIST GENERAL DEFINITION OF WORK: Performs intermediate professional work developing, designing, implementing and evaluating training programs; does related work as required. Work is performed under general supervision. TYPICAL TASKS: Assesses training needs; Develops, designs and evaluates all in-service training for telecommunicators; Conducts training in areas such as emergency dispatch, computer aided dispatch, incident command system, dispatch methodology training, CPR, new employee training, and specific standard operating procedures training; Provides preceptor hours to Telecommunicator trainees; Ensures training provided is in compliance with current and new laws and regulations; Develops and maintains the Standard Operating Procedures and drafts changes when necessary; Provides communications education to schools and community groups; Serves as communications public relations officer; Maintains all necessary records and reports; Performs related tasks as required. KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of training methods and techniques; thorough knowledge of the methods and procedures of operating communications systems; thorough knowledge of Federal and State regulations governing communications; ability to present training programs orally and in written form; ability to develop, design and evaluate policies and procedures and training programs; ability to establish and maintain effective working relationships with County employees and departments, other agencies, community groups, media and citizens; ability to operate computers and audio visual equipment. EDUCATION AND EXPERIENCE: Any combination of education and experience equivalent to graduation from a two year technical school or community college with major emphasis in communications or related field and at least two years experience as a Telecommunicator. SPECIAL REQUIREMENTS: Within the first six months of employment must possess a valid Division of Criminal Information (DCI) certification.
