PURPOSE: To approve proposed budget ordinance amendments and grant project ordinances.
BACKGROUND:
1. Additional State Family Planning funds have been received by the Orange County Health Department. These funds,
totalling$4,132, will be used for the purchase of Norplant systems and Depro Provera to meet client
demand for these forms of contraception. (See block#1, page 2).
2. The Orange County Health Department has received additional funding in the amount of$9,326 to support the
Maternal and Infant Outreach Project. These funds will be used to support operating expenses of this program.

3. At the December 7, 1992 Board of County Commissioners meeting, the Board adopted a resolution authorizing the
Chair to sign the Annual Contributions Contract(ACC) for the Section 8 Existing Certificate Program. This attached
grant project ordinance represents renewal of one of the eight projects included in the Section 8 Existing program. This project
includes funding for 161 housing units. The attached grant project ordinance increases this project by $507,467.
The additional funding is for continued operation of the County's present Section 8 program and does not represent
funding of new units. In addition, this grant project ordinance increases the Voucher Program budget by $1,183
to agree with the amounts received from the US Department of Housing and Urban Development in the latest renewal.

4. On April 20, 1993, the Board of County Commissioners approved a request from the White Cross Volunteer Fire Department to
appropriate $11,170 of the department's unappropriated fund balance. The department plans to purchase turnout gear, battery
chargers for fire trucks and an air compressor. The balance remaining in this department's fund balance after this
appropriation is $10,722. (See block#4, page 2).
RECOMMENDATION:
The Manager recommends that the Board of Commissioners adopt the proposed budget ordinance amendments, the Maternal and
Infant Outreach Program Grant Project Ordinance and the Section 8 Block Grant Program Grant Project Ordinance.

MATERNAL AND INFANT OUTREACH PROJECT
GRANT PROJECT ORDINANCE 3
Be it ordained by the Orange County Board of County Commissioners that pusuant to Section 13.2
of Chapter 159 of the General Statutes of North Carolina, the following grant project is
hereby adopted. -
Section 1. The project authorized is the Maternal and Infant Outreach program as awarded to
the Orange County Health Department by the Kate B. Reynolds Health Care Trust and
the North Carolina Medical Assistance Program.
Section 2. The officers of the County are hereby directed to proceed with the grant project within
the grant document, the rules and regulations of the North Carolina Department of
Environment, Health and Natural Resources, the Kate B. Reynolds Health Care Trust,
the North Carolina Medical Assistance Program, and the budget contained herein.
Section 3. The following revenue is anticipated to be available to complete this project:
Year 2 Grant Funds - Maternal and $57,235
Infant Outreach
Section 4. The following amount is appropriated for this project:
Human Services - Maternal and Infant $57,235
Outreach
Section 5. The finance officer is hereby directed to maintain within the Grant Project sufficient
specific detailed accounting records to provide the accounting to the grantor agency
required by the grant agreement and federal and state regulations.
Section 6. Funds may be advanced from the General Fund for the purpose of making payments due.
Reimbursement requests should be made to the grantor agency in an orderly and timely
manner.
Section 7. Copies of this grant project ordinance shall be made available to the finance officer for
direction in carrying out this project.
Section 8. Positions authorized through this grant project include:
2 Full-Time Equivalent Maternal Outreach Worker positions
Both positions are authorized on a time-limited basis through January 1, 1995. Subsequent
funding in fiscal years 1995-96 and 1996-97 are contingent upon the availability of grant funds.
Section 9. This project period begins January 1, 1992 and goes through December 31, 1995. Subsequent funding
is contingent upon the availability of grant funds.
Section 10. This ordinance is effective April 20, 1993.
Section 11. This ordinance supersedes all previous Maternal and Infant Outreach Grant Project Ordinances.

Be it ordained by the Orange County Board of County Commissioners that pusuant to Section 13.2
of Chapter 159 of the General Statutes of North Carolina, the following grant project is
hereby adopted.
Section 1. The project authorized is the Housing Authority project as described in the work
statement contained in the grant agreements NC19-K104-001, NC19-V104-001-005,
NC 19-E 104-001-009 and NC 19-E 104-011 between this unit and the U.S. Department
of Housing and Urban Development. This project is more familiarly known as the
1992-93 Section 8 Grant Project.
Section 2. The officers of the County are hereby directed to proceed with the grant project within
the grant document, the rules and regulations of the U.S. Department of Housing
and Urban Development and the budget contained herein.
Section 3. The following revenue is anticipated to be available to complete this project:
