BACKGROUND: 1. On March 24, 1992, the Board of Commissioners approved a budget ordinance amendment to accept a state grant award of eight thousand, seven hundred and fifty dollars ($8,750.00) to establish a temporary Maternity Care Coordinator position. 2. After the Health Department experienced difficulty filling the temporary position, the Board of Commissioners, on June 1, 1992, agreed to convert the temporary Maternity Care Coordination position to a permanent, time-limited position through June 30, 1993. The continuation of this position for FY93-94 would depend on the medicaid revenue generated by the position and the case load demand experience. 3. The grant of $8,750.00 for FY91-92 was used to pay an existing Maternity Care Coordinator funded by revenue. This allowed revenue in the amount of $8,750.00 to be carried forward into FY92-93. 4. The new, permanent, time-limited Maternity Care Coordination position was filled by Diane Simpson on July 1, 1992. 5. During the first six months the incumbent was oriented, trained and assisted in slowly building up a case load. During that time salary and fringe benefit expenditures amounted to $14,930.00. Revenue generated was $10,720.00. 2 6. Ms. Simpson resigned as of March 31, 1993. During that quarter salary and fringe benefit expenditures amounted to $7,465.00; while revenue generated amounted to $8,499.00. 7. During the nine month period of 7/1/92 through 3/31/93, Diane Simpson provided care coordination services to an average caseload of 34 Maternity Care Coordination (MCC) clients per month and 12 Child Service Coordination (CSC) clients per month. This resulted in billing for services provided in 66 initial and 240 subsequent MCC contacts and 108 CSC contacts. These figures include accommodations for start up and wind down time. 8. Without this position orange County women and children will not receive the valuable services this position would provide. During this interim period of position vacancy, we are unable to accept prenatal clients into the MCC program and a CSC waiting list has developed. 9. Evaluation of the MCC program on the state level has shown that women who receive MCC services have better pregnancy outcomes. This has been demonstrated by a lower incidence of low birth weight babies and a lower infant mortality rate in women receiving MCC versus those who have not. The csc program provides special early intervention services to children at risk for developmental delays and disabilities. 10. The attached analysis demonstrates that the grant revenue and fee revenue exceeded the amount expended for the salary overall. It also demonstrates that the fee revenue alone exceeded the salary expenditure during the third quarter. 11. While this may not offer sufficient evidence that the position can be fully self sufficient, the trend is in the positive direction.
