PURPOSE: To confirm direction from the Board from the April 5 meeting
concerning the 1993-98 CIP and to discuss the possible use of proceeds
from impact fees for school capital needs.
BACKGROUND: With regard to the Recommended 1993-98 Capital
Improvements Plan, staff has the following understandings about
decisions made at the April 5 meeting:
( 1 ) the projects proposed by the two school systems and recommended
by the County Manager are approved based on the pay-as-you-go
(PAYG) funding allocations reflected on pages 6 and 12 of the CIP
document.
(2 ) a portion of projected PAYG revenues are earmarked to a reserve
fund, as outlined on page D-1, for future use by the school systems in
addressing emerging space needs - details about the use of these funds
will be worked out during joint discussions among the three elected
boards.
( 3) a reserve account that would accumulate $1.5 million by 1997-98 for
a swimming pool facility, as outlined on page 52 of the CIP document,
is approved.
(4 ) other projects recommended by the Manager have tentative approval,
with the understanding that further discussion about the Energy
Retrofitting project (and any other projects the Board may identify)
will take place during a subsequent regular Board meeting or budget
worksession.
At the April 5 meeting, the Board also requested that staff provide
information about the possible revenue streams that could be generated
for new school capital needs from various levels of school impact fees.
At the April 20 meeting, Budget Director Sally Kost will provide and
explain several examples for school capital funding involving the
possible use of school impact fees.

RECOMMENDATION: The Manager recommends that the Board confirm or
clarify the staff ' s understanding of the Board' s decisions about the
1993-98 CIP; further, that the Board discuss and provide direction
about the possible use of school impact fees.
