SUBJECT: Revised Interim Report of the Water Resource Committee
Please find attached the Water Resources Committee ' s Interim
Report which has been revised to address the BOCC ' s questions and
comments from the Board' s December 1992 Goal Setting Retreat.
The report contains two main sections: 1) an outline for the
process to define the groundwater resources of Orange County and
2 ) the first year work plan and budget.
The Committee finds that there is a strong need to determine the
existing status of ground-water quality and quantity in Orange
County. In addition, the Committee believes that it is essential
that we begin to analyze the impacts of human activity on this
critical resource and to develop strategies to protect it .
Others have gone there before us and have lost the resource for
lack of foresight and planning. It is important to note that
approximately forty percent of the population of Orange County is
currently dependent on wells and more areas dependent on well
water are being developed rapidly. Yet we have no idea how much
ground water we have, where it is located or how much population
or industry we can safely accommodate.
The importance of the governmental role as steward of our ground-
water quality and ground-water exploitation increases in direct
proportion to population growth. Stewardship becomes even more
critical because of the nature of the resource. That is, ground
water often does not show obvious signs of overuse or water
quality degradation until redress of those problems is beyond the
capability of available ground-water remediation tecnology. The
occurrence of isolated incidents of ground-water depletion and
degradation in Orange County is a matter of record. It is
prudent to assume that occurrence of such incidents will be an
accelerating phenomenon in Orange County and in every other
geographic area that houses a growing and technologically
advanced population.
The committee believes that it is essential for the future of
Orange County to continue the ground-water project. To support
this assertion, we ;lope that it will be possible for one or more
of its members to address the BOCC at one of its future meetings
to explain details of our findings . Finally the Committee wishes
to thank the County Commissioners for their strong support during
our deliberation= .

INTERIM REPORT OF THE WATER RESOURCES COMMITTEE
BACKGROUND
To gain public participation in and support for the development of a water resources protection long range planning
program, the commissioners formed a Water Resources Committee in the spring of 1992. The committee was to
meet for a period of 12-18 months to determine the sources of information available to assess ground-water quality
and quantity and to develop recommendations for a water resource investigation and planning process which would
implement the other three objectives associated with the commissioners'Water Resource Quantity and Quality Goal.
As part of its activities, the committee was to present a status report to the commissioners in time for their annual
goal-setting retreat. This interim report is therefore presented for consideration.
In six months of deliberation on the subject of water resources, the Water Resources Committee has reviewed a
great deal of information regarding:
a) Investigative processes available for use in Orange County that are currently in use elsewhere to study
water resources;
b) Existing programs, regulations, and policies addressing water resource issues;
c) The spectrum of human activities that have the potential to affect, in varying degrees, the reliability of the
water resource;
d) The nature, extent and utility of both currently available and potentially obtainable information pertaining
to the availability and quality of the water resource;
e) The nature and reliability of available and obtainable information pertaining to known and potential threats
to the water resources; and
f) The costs associated with obtaining data and developing programs necessary to insure the protection of the
water resource.
GOAL STATEMENT
Currently, nearly forty percent of Orange County residents rely on ground water as a source of
drinking water. This resource is finite and is susceptible to over use, contamination, and reduction in
recharge to aquifers (through impervious surface coverage of recharge areas). Better understanding of
this resource is needed to effectively guide Orange County's efforts to manage, utilize and protect its
ground-water resource. Orange County will seek to improve its understanding of this resource by a
process of identification and evaluation. This process will build on previous surface water efforts
undertaken by the County, with the ultimate goal being to develop an integrated ground- and surface-
water management plan which complements the County's long-range planning process.
SUMMARY OF FINDINGS
Based on the information reviewed, the Water Resources Committee has arrived at a number of informal but
critical conclusions or findings, summarized below, which have convinced the members of the committee to
reaffirm the intent of the Commissioner's water resource investigation goal and to recommend that Orange
County proceed with the investment of the financial and staff resources required to pursue the water resource
investigation.
• Finding 1. Potable water is a finite resource in Orange County. The availability of potable water is an
issue that has both public health and economic development ramifications. A scarcity of potable water
hinders the economic development potential of the County, while a decline in either quantity or quality
represents a potentially serious public health problem.
• Finding 2. Ground-water and surface-water quantity and quality issues are inextricably
interrelated in that ground water represents the source of fifty percent of average stream flow.
However, currently available knowledge and expertise on quantity, quality, protection and management
issues is far less advanced than that achieved in regard to surface waters in Orange County. It is
essential that future efforts to expand and develop the overall water resource database - and the level of
expertise needed to evaluate and manage the resource -be focused on the ground-water resource.
• Finding 3. Generally, ground water is considered a reliable source of potable water in terms of both
quantity and quality. Although there have been isolated incidents reflecting ground-water quality and
quantity problems, there is currently no documentation of widespread problems with either ground-
water quantity or quality in Orange County. However, as the population grows and human activities
increase within the County, the potential for degradation of this relatively unspoiled resource also
increases. In spite of a heightened awareness of potential problem, there is very little existing
documentation which addresses the vulnerability or sensitivity of Orange County's ground water to any
particular threat.
• Finding 4. The lack of adequate knowledge regarding the quantity and quality of ground water hinders
the development of public policy or programs of citizen education necessary to insure that the resource
is properly developed, managed and protected. In a similar vein, the lack of adequate ground-water
knowledge forestalls the evaluation of the long term utility implications of existing and proposed
development patterns within the County.
• Finding 5. Communities in North Carolina and other states have begun ground-water resource
investigations to establish a technical iasis for ground-water development and management programs.
These investigations relied on technical expertise provided by both staff and outside experts. The US
Geological Survey and other governmental/private agencies are possible contract sources of technical
expertise, particularly in the effort to acquire, analyze and map technical data involving the yield, and
movement and transport of the ground-water resource.
• Finding 6. If the County is to develop and implement a technically sound, comprehensive ground-water
resource management program, it will be necessary to provide the staff and financial resources required
for an in-depth water resource investigation. It will also be necessary to allocate the resources and time
to develop effective strategies, policies, and regulations required to address issues, concerns and
problems which are exposed by the investigation. Important information about Orange County related to
demographics, physical land use, utility service and other features relevant to ground- water resources
exists in a variety of formats. This information must be consolidated into a cohesive database,
preferably through the County's GIS system, so that it can be used to evaluate ground-water quantity
and quality issues and implications. The process of investigation and development of strategies will
require several years of effort by County staff, experts, citizen advisors and elected officials.
• Findint 7. The work accomplished to this point supports the need for a ground-water investigation and
management program and steps to initiate the program should be continued. Activities which have
potential to adversely affect the ground-water resource continue unabated and with unknown effect.
Acquisition of data and information related to these activities also continues with no concerted effort to
ensure that the data is formatted and stored for ease of future integration into a cohesive water resource
database. It is important that the portion of the ground-water protection and management initiative that
is most readily accomplished and definitive be incorporated into an interim/preliminary strategy.
Interim tasks and costs, some of which have applicability beyond the ground-water program, can be
recommended to the County Commissioners for funding and integration into the County staff workplan
in fiscal year 1993-94.
NEXT STEPS FOR THE COMMITTEE
The committee has begun to outline the elements which might be included in an investigation of the water
resources of Orange County. At its current stage of development, the draft outline does not provide an adequate
basis for determining or predicting the ultimate scope and cost of the effort required to define, manage and
protect the County's ground-water resources. The committee's next steps would be to refine and finalize this
outline, and to attach cost estimates to the various elements of the plan as follows:
Develop scope of study for ground-water quality and quantity analysis
• Defuie tasks and anticipated results for analysis process
• Develop time and cost estimates associated with tasks
• Investigate technical assistance and funding resources
• Make ground-water analysis recommendations to BOCC
Develop public education plan
Analyze duality and utility of existing data
Develop data acquisition plan
Provide oversight for 1993/94 staff work plan
The committee would also complete the other work outlined in its charge.
In addition, the committee recommends that adoption of the following FY 1993-94 workplan as a relatively low
cost method to organize and augment ongoing County activities so as to begin.to educate the public and to start
a systematic collection of information needed for a water resource management and protection program. If the
FY 1993-94 workplan is approved, the committee should continue its work at least through FY 1993-94.
FY 1993-94 STAFF WORK PLAN - INITIAL STRATEGIES AND COST ESTIMATES
The Year One Work Plan outlined below represents the portion of the water resource investigation process that
can be accomplished as a preliminary phase of the overall ground-water development, management and
protection program, Many of the tasks included within the outline can be accomplished at little expense, or in
conjunction with other County initiatives. The Water Resources Committee would oversee this work while
completing its charge.
Develop public information programs
• Develop public education brochures re/lated to facts about well use and maintenance,
abandonment of wells, proper well locations, and common household and rural activities
which can adversely affect well yields and water quality
• Begin to publicize the County effort to embark on a water resource protection and
management program
• Develop systematic public input process for reporting ground-water resource problems and
other information which would lead to an enhanced understanding of the resource
Augment staff resources as required to assist in development of general data base related to water
resource concerns
• Utilize new interns and temporary employees to research water resource data availability and to
collect and collate data for preparation for GIS entry

PROPOSED PROCESS FOR GROUND-WATER RESOURCE INVESTIGATION AND DEVELOPMENT
OF RESOURCE MANAGEMENT STRATEGIES
The committee has begun to outline the elements which might be included in an investigation of the water
resources of Orange County. The outline indicates the direction the committee is taking, even though much
work remains to be done to determine the costs and timespan associated with these elements.
I. Physical Environment, Land Use and Development Analysis
Section I deals primarily with the process to collect and enter into the GIS data base information related to
the physical environment of Orange County. These physical data include geography, current and projected
land use and land cover and delineation of areas with existing or potential ground-water demand. This
section also provides for the evaluation, in terms of accuracy and potential usefulness, of the data included
under this section. Data acquired and mapped under this section provide a major component of the
information needed to determine existing and potential ground-water demands and existing and potential
adverse affects to the quality of the ground water. Though this information can be more readily collected
and mapped by experts, it is within the technical capability of County staff, if staff has access to sufficient
resources. In the event that the water resource investigation does not proceed from this point, the
information in Section I would eventually be obtained and marl. d by County staff in response to other
projects and initiatives unrelated to the water resource investigation.

H. Ground-Water Resource Analysis
Section II deals primarily with the process to collect the data and create the database required to assess
existing quality and availability of ground water. There is also an emphasis on determining the extent of
the existing demand for ground-water supplies and for assessing the implication of existing water
conservation strategies on ground-water quantity and quality. Much of the effort to collect the data related
to existing ground-water quality and availability exceeds the capabilities of County staff and thus lies within
the realm of water resource experts. It should be anticipated that having experts work in this portion of the
data collection process represents a potential for significant out-of-pocket expense to the County. Much of
the work involved in developing water demand projections can be accomplished by County staff with
limited input by water resource experts.

D. Allocate resources to analyze potential affects of water conservation/efficient water use management
strategies on the ground-water quality and quantity
Note: Analyzing the potential effects of water conservation strategies will be complex for both water
resource experts and County staff. There are two divergent schools of thought on this issue, each
school represented by water resource specialists holding impressive credentials. One school holds that
water savings are something to be sought as a means of obvious and simple resource conservation. The
other school holds that ultimate or net consumptive losses from water use are very small. This school
is concerned that water conservation does not lead to a reduction in the production of sanitary wastes
so that the same quantity of waste is contained in a smaller volume of water. The relationship between
the volume of waste per volume of water is known as waste concentration or waste strength. The
school of thought which is concerned about the relationship between conservation of water and
increased waste strength theorizes that water conservation could lead to more severe waste treatment
and pollution problems.
III. Identify and Analyze Potential Adverse Effects to Ground-Water Resource
Section III deals with the process required to identify and analyze existing and potential threats to the
quality and quantity of the ground-water resource. The analytical process involved in developing ground-
water vulnerability mapping, as outlined in step C, is the culmination of the initial investigative process.
Development of ground-water protection and management strategies will come via addressing problems and
conditions indicated by the vulnerability analyses.

3. investigate feasibility of using ground-water models for estimating effects of land use activities on

IV. Develop Local Ground-Water Resource Management Strategy Alternatives
Section IV begins to address problems identified by the water resource investigations. The Water Resource
Committee recommends that the BOCC create a steering committee comprised of a broad spectrum of
County citizens. The purpose of the steering committee is to develop a priority list and strategies for the
water resource issues to be addressed. The steering committee is also to be charged with developing a
program to educate the public about the findings of the water resource investigation and the methods by
which problems are to be mitigated. An important facet of the public education process is a feedback loop
which allows citizens input into the initial development of water resource protection strategies and into the
process of evaluating the success of those strategies as well.

Section V involves recommending a water resource protection and management initiative to the BOCC. It
is likely that this process will involve much public discussion and input from citizens and elected officials
and staff from all jurisdictions in Orange County.
VI. Implement Management Strategies and Feedback Loop to Monitor Success of
Strategies, Modify Strategies as Required
Section VI involves not only implementation of management strategies, but monitoring of the success of
the strategies. The monitoring can be a complex process, because it may involve not only long-term
monitoring of the water resource itself, but also the monitoring of the effectiveness of the interaction of
County government and its policies with citizens and other local jurisdictions. The monitoring may in some
instances indicate a need for modifying strategies which are imbedded in policies and regulations, and in
other instances indicate an need to develop strategies to address other water resource issues that were not
recognized in the initial process.
