PURPOSE: To amend the Orange County Classification and Pay Plan
by adding the class of Public Health Educator/Kellogg
Project Director at Salary Grade 68.
BACKGROUND: On January 19, 1993 the Board of Commissioners approved
establishing a Project Director position for the
Kellogg Community-Based Public Health project. The
purpose of the project is to improve the health of
minority populations in targeted areas. The new
position will be responsible for coordinating the
efforts of multiple agencies collaborating on the
Kellogg Project.
The Health Department submitted a position description
of the position' s planned duties and responsibilities
to the Personnel department to determine the approved
position's classification. The Kellogg Project
Director position will be supervised by the Public
Health Education Supervisor.
The duties and responsibilities of the Kellogg position
were compared to those of the Public Health Educator
positions currently in the Health Department. The
classification review indicates that the duties and
responsibilities of the Kellogg position involve a
higher level of program management responsibility than
that recognized in the existing class of Public Health
Educator. This is reflected in the position' s required
human relations skills, independence of action and
impact on the project results. The position also has
supervisory responsibilities and the Public Health
Educators do not have such responsibility.

The review indicates the need to establish a new class
of Public Health Educator/Kellogg Project Director and
to assign the approved Kellogg position to that class.
Please see the attachment for the class specification.
The class of Public Health Educator is at Salary Grade
66 and the class of Public Health Education Supervisor
at Salary Grade 70. It is recommended that the new
class of Public Health Educator/Kellogg Project
Director be established at salary grade 68. This will
provide the customary two grade difference between the
supervisor and the class being supervised.
Upon approval of the new class, the Personnel
Department will begin the recruitment process for the
Kellogg Project Director.
RECOMMENDATION: The Manager recommends the Board amend the Orange
County Classification and Pay Plan to add the class of
Public Health Educator/Kellogg Project Director at
Salary Grade 68.

PUBLIC HEALTH EDUCATOR/KELLOGG PROJECT DIRECTOR
GENERAL DEFINITION OF WORK:
Performs intermediate professional and responsible administrative work
providing coordination and direction for the Kellogg Community-Based
Public Health project; does related work as required.
Work is performed under general supervision. Supervision is exercised
over subordinate clerical personnel and community volunteers.
TYPICAL TASKS:
Provides overall coordination of and direction for the Kellogg
Community-Based Public Health Project; Facilitates the coordination of
efforts of the following agencies -Orange Chatham Comprehensive health
Services (OCCHS) , Efland-Cheeks Development Association (E-C DA) , Joint
Orange Chatham Community Action Agency (JOCCA) , Orange County
Cooperative Extension Agency, and the Orange County Health Department;
Collaborates with community residents through coalition agencies to do a
needs assessment; Plans strategies to develop and address goals and
objectives of the Kellogg project;
Collects, analyses and tabulates program data for program development,
evaluation and reports;
Develops and carries out appropriate evaluation strategies;
Monitors expenditures and prepares monthly financial reports;
Schedules and plans agendas for the coalition meetings;
Recruits, trains and supervises volunteers/Community Health Advocates;
Performs related tasks as required.
KNOWLEDGES, SKILLS AND ABILITIES:
General knowledge of the functions of community health agencies;
thorough knowledge of agency objectives and procedures; general
knowledge of theories, principles, methods and techniques used in
preparing and disseminating public health educational information and
programs; thorough knowledge of community health planning, organization
and development; general knowledge of techniques in preparing graphic
materials, exhibits and visual aids; ability to present ideas
effectively both orally and in writing; ability to work effectively and
communicate with people of all educational levels; ability to establish
and maintain effective working relationships with community and
educational organizations and groups, the general public and
departmental staff; ability to facilitate cooperation among various
groups implementing health education programs.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation
from an accredited college or university with major course work in
health education or related field and at least two years experience in
public health education.
