Holmes Orange County Housing Human Rights and Community Development 300 W. Tryon St. Hillsborough, NC 27278 RE: Proposal for Phase I Environmental Site Assessment and Flood Plain Surveying Cam Associates Property Shepherd Lane Chapel Hill, Orange County, NC Dear Mrs. Holmes: Terraquest Environmental Consultants(Terraquest)is pleased to provide the following proposal for a Phase I Environmental Site Assessment(ESA)at the above referenced properties. The purpose of the assessment is to identify recognized environmental conditions (RECs) on the subject property and properties within a mile of the subject property. RECs are defined as the presence or likely presence of any hazardous substances or petroleum products. The guideline followed during the completion of the assessment is the American Society for Testing and Materials (ASTM)Standard Practice for Phase I Environmental Site Assessments-E1527-13 and the Phase I environmental site assessment requirements of the US Small Business Administration. During the completion of the Phase I ESA process the following scope of work will be conducted: 1. Terraquest will visit the site accompanied by the property owner and/or occupant if possible. The site visit allows the consultant performing the audit to identify possible RECs on the subject property as well as in any buildings or structures located on the subject property. While no sampling is done to confirm the presence or absence of RECs, Terraquest will note their possible presence. 2. Terraquest will review federal, state, and local environmental record sources. In addition, recent and historical insurance maps, aerial photographs, and other record sources of the subject property, such as property title information, will be examined (if available)to identify the existence of RECs associated will past activities conducted on the subject property. 3. Terraquest will interview the owner, occupant(if occupied),and a local government official(s). These interviews are conducted to answer questions raised during the site visit and to uncover other information about RECs unobservable or unattainable from public record. 4. The obtained information is summarized in a report along with opinions as to the existence and severity of the RECs and recommendations as to future actions that should be conducted 100 East Ruffin Street • Mebane, North Carolina 27302 Telephone (919) 563-9091 • Facsimile (919) 563-9095 www.terraq uestpc.com DocuSign Envelope ID:D6209C59-EDDE-4EE9-9585-F8B68F281E19 October 20, 2016 Renee D.
