BACKGROUND: At the May 19, 1992 meeting of the Orange County Board of Commissioners, staff and representatives of the Orange County Chiefs ' Council presented a report on plans to improve radio coverage for emergency services in Orange County. The plan involved the installation of a set of "voting receivers" , communications equipment that would eliminate various radio "deadspots" that exist in parts of the County with existing radio equipment. The plan also involved construction of three self-supporting towers at Cedar Grove Station #2 , White Cross VFD, and the Glen Lennox Fire Station in Chapel Hill. Staff have since submitted a request to the Federal Communications Commission for allocation of additional radio frequencies that would be used for repeaters for fire department communications. If this request is approved, the County would be able to achieve a lower cost solution to the radio coverage problems for the fire services than that contemplated in the May 1992 report. Nevertheless, the Cedar Grove communications tower is still needed to enhance communications coverage in the northern end of the County for EMS and other services. If the FCC request is denied, staff would plan to solicit proposals for the other two towers at a later date. Bids were solicited based on specifications developed by County staff for a turnkey project that included site preparation, construction of a foundation, and erection of a new 170 ' self-supporting tower at Cedar Grove Station #2 . Proposals were solicited from twelve firms. Proposals were received from two firms, as indicated in the attached proposal. Towercom, Inc. of Raleigh, NC submitted the lowest responsible proposal at a delivered and installed cost of $30,430. Funds for this work have already been budgeted in the County Communications System Capital Project.
