PURPOSE: To establish a public hearing date prior to consideration of
an updated ordinance regulating emergency services.
BACKGROUND: Orange County has in place an ordinance adopted in March
1981 that regulates the operation of ambulance service and the
administration of emergency medical assistance. Emergency Management
staff, with review and input from the EMS Advisory Council and the
County Attorney, have prepared an updated ordinance that would replace
the existing ordinance. The new ordinance would modernize the old one
to deal with additional services, improved technology, and more
rigorous professional certification levels that have evolved since the
original ordinance was adopted. Plans call for staff to present the
updated ordinance for consideration by the Board of Commissioners at
the April 20, 1993 meeting.
NCGS 153A-250 requires the Board to conduct a public hearing on the
subject prior to adopting an ordinance dealing with ambulance services.
Staff suggests that the Board schedule a public hearing for April 20 .
This will permit adequate time to meet the notice publication
requirements set forth in the statute.
RECOMMENDATION(S) : The Manager recommends that the Board schedule the
public hearing for 7 :30pm, April 20, 1993 at the OWASA Community Room
in Carrboro.
