PURPOSE: To consider the establishment of a multi-jurisdictional New Hope
Advisory Group and the guidelines for its establishment.
BACKGROUND: The New Hope Corridor Open Space Plan was adopted in concept
by the jurisdictions of Durham County, City of Durham, Chapel Hill and
Orange County in early 1992.
The Durham-Chapel Hill Work Group, with the assistance of Pearson Stewart
and other citizens and staff developed a set of guidelines concerning the
establishment of a permanent advisory committee. Those guidelines have
been sent to all four governing bodies for approval. The guidelines call
for the group to have representatives of a large number of organizations
and to have official representatives from the four jurisdictions appointed
by Greenway, Open Space or Parks Commissions, not by the elected
officials. Staffing also needs to be approved by elected officials.
RECOMMENDATION(S) : To approve the establishment of the New Hope Advisory
Group and guidelines for its establishment.

Charge of the Committee
► There should be a New Hope Advisory Committee to be charged with
working with each of the four open space jurisdictions in implementing
the adopted New Hope Corridor Open Space Master Plan to help:
• in promoting the corridor,
• in providing inter-agency communication, especially concerning
common or joint problems or situations,
• in providing a coordination focus for inter-agency relations with
other agencies; Eno River State Park, the Wildlife Resources
Commission, the Corps of Engineers, and Duke University in
particular, and
• in thinking concerning future financing for the New Hope Corridor
Plan accomplishment.
II. Committee Reporting
► The Advisory Committee should report any specific recommendations
through the respective commissions advising governing boards from each
of the four jurisdictions.
III. Membership of the Committee
• That the Advisory Committee should be composed of up to twelve (12)
representatives.
► Selected by each of the following groups:
• Duke University (one member)
• US Army Corps of Engineers (one member)
• Chapel Hill Greenways Commission (one member)
• Durham City Urban Trails and Greenways Commission (one member)
• Durham County Open Space Commission (one member)
• Orange County Recreation &Parks Advisory Committee (one member)
• Friends of the New Hope (two members, preferably one each from
Durham and Orange Counties)
• New Hope Corridor Land-Owners (four members, selected by other
Committee members; strive for geographical balance between the four
jurisdictions on these appointments)
IV. Staffing of the Committee
Staff assistance to this Committee shall be provided by the four jurisdictions
according to Work Programs approved by the governing bodies. Any formal
new initiatives or changes in requested staffing levels would likewise need to
go to the governing bodies. Staff from the relevant Planning departments
would notify the Committee of significant development proposals and of
rezoning, public facility and transportation proposals in the New Hope Corridor
area.
