PURPOSE: To consider acceptance of the 10 Year Plan to End Homelessness in Orange
County and the appointment of a BOCC Representative to the Executive Team.
BACKGROUND: In October 2005, Orange County, on behalf of the Partnership, entered into a
consultant agreement with J-Quad and Associates, LLC to.develop a Ten (10) Year Plan to End
Homelessness in Orange County. Since that time, the Partnership Steering Committee -led by
County Commissioner Moses Carey, Jr. and Carrboro businessman Nathan Milian, the
Partnership Working Group, community focus groups, and graduate students from the UNC
School of Public Health have worked with J-Quad to develop the County's 10 Year Plan that
was formally approved at the Partnership's March 14, 2007 meeting.
The main focus of the Plan is to end chronic homelessness, without excluding the needs of all
homeless individuals and families. To that end, the Plan contains five goals towards the
elimination of homelessness in Orange County.
Goal 1: Reduce Chronic Homelessness
Goal 2: Increase Employment
Goal 3: Prevent Homelessness
Goal 4: Increase Access to Services
Goal 5: Increase Public Participation in Ending Homelessness
At this time, the original Partnership members are being asked to accept the final Plan as an
initial step toward implerhentation of the goals contained therein.
Additionally, the Plan Implementation component includes the establishment of an Executive
Team that will ensure that goals, objectives, and strategies of the 10 Year Plan are being met,
and to help address the inevitable challenges inherent in this ambitious initiative. The Executive
Team will consist of a representative from the four'elected bodies, the Triangle United Way, the
university, and other community representatives. Therefore, the Board of County
Commissioners is asked to appoint a representative to this Team. Commissioner Moses Carey
served as the Commissioner's representative to the Steering Committee and its Co-Chair.
FINANCIAL IMPACT: Acceptance of this Plan does not have any direct financial implications.
However, it should be noted that additional resources will be necessary to fully implement the
strategies contained in the Plan. The first step towards that goal is the funding of a 10 Year
Plan Coordinator to direct plan implementation. It is recommended that the four local
governments in the County share the annual cost of this position, $60,000, by a percentage
contribution based on population. According to this formula, Orange County's contribution
would be $24,000 per year. Additional details are provided in the attached letter from Moses
Carey, Co-Chair of the Partnership to End Homelessness. The Manager will consider this
funding request during development of the FY2007-2008 budget.
RECOMMENDATION(S): The Manager recommends that the Board accept the 10 Year Plan
to End Homelessness in Orange County, appoint a representative to the Executive Team and
direct staff to present information regarding future critical .decision points during the
implementation stage of the Plan.

I am pleased to inform you that the Partnership to End Homelessness Steering Committee
formally adopted a 10 Year Plan. to End Homelessness in Orange County at its last meeting an
Wednesday, March 14, 2007. As an initial supporter of plan development, I am asking that you
formally endorse the Plan at your next regularly scheduled board meeting.
Please note that a critical component of future plan implementation includes a
recommendation to hire a Plan Coordinator to direct implementation: of plan strategies, support
the Executive Team, and staff the~County's Continuum of Care known as the Community Initiative
to End Homelessness. This position may be hau:sed with the County pending approval of the Board
of County Commissioners.
In order to hixe this person by January 1, 2008, funding must be secured by June 30, 2007.
Funds are being requested from the County and the Towns utilizing the same formula used in
2005 far obtaining funds for plan development. That formula is based on population, Thus, given
an estimated annual cost of X60,000, the percentage contribution is as follows.
Orange County (40%) $24,000
Town. of Chapel Hill {41%) $24,600
Town of Carrbora (14%) ~ 8,400
Town of Hillsborough (S%) ~ 3,000
Once funding is secured, the Executive Team will work to develop a detailed job description for this
position and will continually monitor implementation activities. Additionally, the Steering
Committee would also encourage you to commit funding for at least three years in order to ensure
that we have time to build the "momentum" necessary to succeed in plan implementation:
