PURPOSE: To consider a request from the Orange County ABC Board
concerning stipends for its members.
BACKGROUND: At the January 19, 1993 meeting, the Board of
Commissioners considered a request from the Chair of the ABC Board to
approve an increase in the monthly stipend for ABC Board members from
$50 to $100, and from $100 to $150 for the Chair. Funding for the
stipend increases would come from ABC Board revenues. The Board of
Commissioners delayed a decision pending review of information about
compensation for various boards and commissions in other local
government jurisdictions.
The Clerk to the Board sent surveys to 18 other counties requesting
information on what they pay citizens who serve on various boards and
commissions. 14 counties responded, and the results are attached. Of
the counties responding, ABC Board stipends for members range from $50-
$150 per month/meeting, and $50-$200 per month/meeting for Chairs. The
largest number of responses were received regarding compensation for
Planning Boards, Boards of Adjustment, Health Boards, and Social
Service Boards. The approximate average compensation per meeting for
these boards is $23 , with many receiving mileage reimbursement as well.
RECOMMENDATION: As the Board decides.

HEALTH BOARD
G.S. 130A-35 (h) states "A member may receive a per diem in an amount
established by the county board of commissioners. Reimbursement for
subsistence and travel shall be in accordance with a policy set by the
county board of commissioners. "
The County Commissioners set a $20.00 per diem for the members and
$25. 00 for the Chair plus 15 cents per mile for travel. (4/4/77)
SOCIAL SERVICES BOARD
G.S. 108a-8 states "Members of the county board of social services may
receive a per diem in such an amount as shall be established by the
county board of commissioners and travel expenses not to exceed the
amounts provided by G.A. 138-5 for attendance at official meetings and
conferences, provided such per diem or travel is authorized by the
board of commissioners. "
The members of the Social Services Board receive $20. 00 per meeting
plus mileage and other expenses like meals.
PLANNING BOARD
The Ordinance which created the Orange County Planning Board says
nothing about compensation for the members. The G.S. does not say
anything about compensation.
BOARD OF ADJUSTMENT
G.S. 153A-345 states "The board of commissioners may provide for the
appointment and compensation, if any, of a board of adjustment
consisting of at least five members, each to be appointed for three
years. "
DOMICILIARY HOME ADVISORY COMMITTEE
Senate Bill 18, Section 1 (g) states "Members of the committee shall
serve without compensation, but may be reimbursed for actual expenses
incurred by them in the performance of their duties. "
The County Commissioners approved at their meeting held on January 19
a per diem of $10. 00/member/each quarter
NURSING HOME COMMUNITY ADVISORY COMMITTEE
House Bill 1547, Chapter 1192 (f) states "Members of the committee
shall serve without compensation, but may be reimbursed for the amount
of actual expenses incurred by them in the performance of their
duties. "
