PURPOSE: To review, modify and adopt the Orange County Master Aging Plan (MAP) update
covering the period 2007-2011 that was presented to the BOCC on May 3, 2007.
BACKGROUND: The Orange County Board of Commissioners approved on June 23, 2005
updating the Master Aging Plan (MAP) for the Years 2006-2010, later changed to 2007-11. On
October 18, 2005, the Board of County Commissioners approved the MAP Task Force charge,
structure, membership and time frame -including the designation of two commissioner board
members, Barry Jacobs and Alice Gordon, to serve on the Steering Gommittee. The MAP
Steering Committee was formed and guided the activities of the three functional subcommittees:
(1) Well/Fit Older Adult, (2) Disabled /Moderately Impaired Older Adult and (3) the Severely
Impaired /Institutionalized Older Adult and the four identified broad issues subgroups
(Information/Access, Housing, Transportation and Transitional care) in identifying the issues and
arriving at the final goals, objectives and strategies.
Pat Sprigg and Florence Soltys were appointed co-chairs of the MAP Steering Committee and
guided the planning process from the kick-off orientation meeting on December 1, 2005 to the
final MAP presentation to the BOCC on May 3, 2007. (Attachment-MAP Time Line) Throughout
this period, the BOCC has received updated reports:
(1) On May 4, 2006, the review and approval of the MAP priority issues identified by the
Task Force, and
(2) On September 19, 2006, the review and approval of the preliminary MAP Goals and
Objectives, proposed Bill of Rights for Older Persons, and the new initiative in "Building
Aging-Friendly Communities on Orange" for public comment.
At the end of the public comment period, the MAP Steering Committee met on January 31, 2007
and approved the submission of the final MAP Report for 2007-11 with the inclusion of public
comment changes and the approval of an implementation tracking process.
FINANCIAL IMPACT: None, at this time. Financial costs would be presented in the future when
the BOCC considers a specific MAP objective-strategy for adoption.
RECOMMENDATION(S): The Manager recommends that the Board consider the adoption of
the Master Aging Plan for 2007-11, which includes a Bill of Rights for Older Persons, a new
initiative - "Building Aging-Friendly Communities in Orange", and its goals and objectives and
that the Board address the implementation of specific MAP objective -strategies over the next
five years in the context of other County needs, commitments and priorities.

® May 4, 2006 BOCC Update -Commissioners approved the priority issues identified by
both the subcommittees and steering committee.
^ May-August, 2006 -Three functional subgroups and four broad issues subgroups met
and finalized goals, objectives & suggested strategies.
^ August 24, 2006 -MAP Steering Committee met -approved the MAP report outline &
preliminary goals & objectives, adding legislation, and planning and administration. In
addition, Steering Committee approved the Report theme - "Developing Aging-
Friendly Communities in Orange", and the Bill of Rights for Older Persons.
^ Sept 19, 2006 - BOCC approval of the MAP report outline and preliminary goals and
objectives for public review.
^ Sept. -Jan., 2007 -MAP Plan presented to elected town officials, United Way,
agencies, county and town boards and public meetings for review, comment and
buy-in. HSAC Forum held Sept. 20, 2006 on "Communities Responding to an Aging
Society". Input Survey prepared & distributed at senior centers and place on web.
^ Jan 31, 2007 -MAP Plan: 2007-11- Final draft review and recommendations by the
MAP Steering Committee and approval of the implementation tracking process.
^ May 3, 2007- BOCC presented final MAP 2007-11 Report for adoption.
^ May 15, 2007 - BOCC review, and adopt the MAP Report for 2007-11.
^. May, 2007 -Dec., 2011 -Implement the MAP Plan with monitoring and annual
updating by the Department on Aging and the Advisory Board on Aging to the BOCC.
