BACKGROUND: In follow up to the resolutions approved by the Board of County Commissioners and the Hyconeechee Regional Library Board of Trustees, the Orange County Library will become a department of Orange County local government. When the library employees become Orange County employees, they will be covered by the Orange County Classification and Pay Plan. In anticipation of this, the Library and Orange County initiated a classification study of permanent Library positions. This study was conducted by Billings and Associates, a firm in Greensboro with experience classifying library positions. The Orange County Personnel Department coordinated the study and reviewed all results in relation to other County positions to assure internal equity. The 12 library employees affected were given an orientation on the classification study process. Each employee completed a position description for his or her position. The consultant along with Personnel staff interviewed each library employee to get a better understanding of the duties and responsibilities. A labor market study was simultaneously conducted. 2 Using the County job evaluation system, the consultant reviewed each position and grouped positions into classes based on similarities in duties and responsibilities, knowledge and skills required, and the minimum education and experience requirements. Using the County system, the consultant then conducted the job evaluation analysis on each class to assign it to the appropriate salary grade in the County Pay Plan. Attachment 1 lists the recommended classes and salary grades. Attachment 2 provides the class specifications for the recommended classes. Personnel staff has met and reviewed the study results including the recommended salary grade assignments with the Library Director and each affected library employee. The salary handling planned to bring Library employees into the County Classification and Pay Plan is as follows: - If the employee's current salary is below Step 1 of the assigned Salary Grade, it will be increased to Step 1. - If the employee's current salary falls on a step within the salary range, it will remain the same. - If the employee's current salary falls off step within the salary range, it will be placed on the next higher step. No employee's salary will be reduced. The Salary Grade 75 assignment for the class of Library Director recognizes the responsibilities as Orange County Library Director. In addition, the Director will receive a 10 percent salary supplement from Regional Library funds for services provided as Hyconeechee Regional Library Director. With this salary handling, the estimated additional salary cost to bring the Library employees into Orange County is approximately $2,500 for the remainder of Fiscal Year 1992-93 and approximately $7,500 annually. This will be funded from Library funds. RECOMMENDATION: The Manager recommends the Board accept the study report and approve the addition of the Library classes to the Orange County Classification and Pay Plan effective March 1, 1993. Work is performed under regular supervision. TYPICAL TASKS: Coordinates and fills patrons' requests for materials; searches in library for requested materials by checking stacks and files; Manages collection of highly requested material; Creates a computerized interlibrary loan (ILL) workform; mails ILL to lending library and maintains a file of client requests; processes materials for circulation; Performs online searches for materials using the Online Computer Library Center (OCLC) database; locates materials and verifies potential lenders; creates workforms and sends electronically to potential lending libraries; receives materials and processes for circulation; Records and processes all requests for State Library films; manages file of all film clients and orders; Maintains budget for state films; Logs onto NCIN database and downloads bulletin boards and files; Performs circulation duties by working the front desk; provides assistance to patrons, answers questions, checks books in and out; Performs related tasks as required. TYPICAL TASKS: Orders books, audiocassettes, videos, periodicals, etc. from designated vendors; Catalogs books that have not been previously cataloged by vendor; Checks materials received for accuracy; Processes paperback books for browsing collection; Inputs data into computer programs to update collection database; Produces updated printouts of videos, audiocassettes, etc. ; Inputs data on Precision One program using MARC records and forwards to Brodart for automation; Makes changes on LePac system using holdings update for any withdrawals, changes, etc. ; Maintains communications with book vendors; Attends Board of Trustees ' meeting and takes minutes; submits final draft of minutes to director for approval; Performs secretarial duties such as typing of reports, agendas, letters, information directories; Files union shelf list; Compiles monthly statistical reports using spreadsheet program; Answers the telephone; takes calls concerning book orders or other library related information; Performs related tasks as required.
