BACKGROUND: The ArtsCenter has indicated its intent to apply for federal Juvenile Justice and Delinquency Prevention (JJDP) grant funds for an arts program aimed at violence prevention. This would be a two year grant beginning in September or October 1993, with the Towns of Carrboro and Chapel Hill providing transportation and other support services in the first year. The ArtsCenter would like Orange County to provide similar support during the second year of the grant, if it is approved. The County staff can provide administrative and transportation support to the proposed program, if approved, to the extent that such support is reimbursed to the County through federal grant funds. RECOMMENDATION: The Manager recommends that the Board approve the attached resolution indicating conditional support for the ArtsCenter grant proposal. 2 ORANGE COUNTY BOARD OF COlyMISSIONERS A RESOLUTION IN SUPPORT OF THE ARTSCENTER'S JJDP GRANT PROPOSAL WHEREAS, the ArtsCenter has indicated its intent to apply for federal grant funds for an arts program aimed at violence prevention among at- risk children aged 9 to 14, and WHEREAS, the ArtsCenter has requested that Orange County provide certain transportation and other support services during the second year of the proposed grant project, and WHEREAS, the Orange County Board of Commissioners supports the concept of increasing the availability of wholesome recreational and leisure activities for young people, NOW, THEREFORE, BE IT RESOLVED THAT the Orange County Board of Commissioners supports the Artscenter' s proposed Juvenile Justice and Delinquency Prevention grant proposal and indicates its intent to provide reasonable transportation and administrative support to the project in its second year, if the project is approved and to the extent that the County is fully reimbursed by federal grant funds for its support. Carey, County Commission Chair FROM: Ori.leen Helton, The ArtsCenter RE: Violence Prevention Grant Proposal DATE: 21 January 1993 The ArtsCenter asks the support of Orange County for a grant proposal . The application is a two year demonstration project which will attempt to reduce violence in at-risk children ages 9- 14 through an arts program (see attached summary) . We are asking the Town of Carrboro to be the lead agency in coordination with the Town of Chapel Hill in this proposal . The ArtsCenter will be the subcontractor and provide all program planning and coordination. We are asking that the Towns of Carrboro and Chapel Hill provide transportation, screening and selection process and counseling/therapeutic consulting for the first year of the grant. In the second year we would like to extend the project to include all of Orange County and ask that Orange County sustain the project with the same support services that the .towns are being asked to provide. The cost for these services will be contained in the budget of the grant proposal and will require no expenditure on the part of the towns or county other than that which is reimbursed by the grant. We will be submitting the grant on 15 February 1993 with a projected start date of September/October 1993. I would appreciate your putting this item on the agenda for the February 1, 1993 commission meeting if possible. Thank you • 4 VIOLENCE PREVENTION PROPOSAL SUMMARY 21 JANUARY 1993 Lead Agency: First year - Town of Carrboro coordinated with Town of Chapel Hill Second year - Town of Carrboro coordinated with Town of Chapel Hill expanded to include Orange County Subcontractor: The ArtsCenter Scope and Purpose of Project: Reach out to low income, minority youth (ages 9 - 14) to provide an arts program aimed at violence prevention. The program will address four priority areas important to development of children in this age range. * Early intervention * After school/out of school arts activities for youth * Dropout prevention * Violence prevention The program will provide participants with positive after school activities specifically performing arts with an emphasis on violence prevention and building self-esteem. These activities will be focused in a performing arts workshop where the children will learn alternative methods of creative self-expression to displace destructive behavior. Methods: To be developed Project Structure: Based on a pilot study conducted during the summer of 1992, The ArtsCenter will provide a thirty-two ( 32) week program of classes and activities to include the following: Classes will begin with the introduction of the topic (violence) and how it affects daily life. Trained experts (drama, performance arts, theater technician, etc. ) will guide the participants through exercises to learn theater skills, enhance self-esteem and focus on alternatives to violence. With consulting advice from school social workers, guidance counselors or school psychologists, the participants will develop scenes to "act out" violent behaviors and learn how to channel these behaviors into creative outlets . If needed, individual counseling will be available for difficult problems or when needed by participants. These c.y _1-93 JyC,5 VIOLENCE PREVENTION PROPOSAL SUMMARY 21 JANUARY 1993 services will be provided on a consulting basis by trained individuals from social services other recognized agencies. The participants will create their own "presentation" , a play, review, etc. to perform for the public at intervals within the school year. Classes will be held twice each week in one and one-half hour sessions. They will be staffed by personnel deemed appropriate after program is developed. The children will learn theater techniques as well as methods of controlling violence. It 'is hoped that by the introduction to the arts through theater, these participants will develop an interest in the arts and use this creativity to positively channel their energies. We are applying for these funds from U.S. Department of Justice, Juvenile Justice and Delinquency Prevention. The section we will be applying under does not require watching funds.
