BACKGROUND: In January of this year, the Board authorized staff to apply for an Historic Preservation Fund (HPF) grant (a 60-40 matching fund program) to offset the cost of conducting a cultural and archaeological survey for the Hollow Rock Access Area and future New Hope Preserve along Erwin Road and Pickett Road. Orange County participates in the federal Certified Local Government program (through the Historic Preservation Commission) and as such is eligible to apply for grants from this funding source. In mid April, ERCD staff received formal notice that the application had been selected for funding. (see attachment) To accept the award, the County must sign and return the contract and related documents to the State Historic Preservation Office by May 30, 2007. The County has conducted cultural and archaeological surveys as part of the master plan design process for new parks since the design of Little River Regional Park and Natural Area in 2001. Should the Board accept the grant, staff will prepare and advertise a Request for Proposals (RFP) to conduct the cultural and archaeological survey. This survey will be useful for the eventual master planning of the area. Matching funds for the grant are available in the current budget, but shares would be solicited from the other Hollow Rock project partners (Durham County, Chapel Hill, Durham city). The survey must be completed by August of 2008 under the grant contract. The survey could occur in advance of the master planning for the Hollow Rock Access Area. 2 FINANCIAL IMPACT: Orange County and/or other Hollow Rock project partners will be required to contribute the remaining 40% of the costs to complete the survey, estimated at $6,000. Durham County has offered to contribute $3,000 toward the $6,000 match. No further funding for the ,Hollow Rock Master Plan effort, or subsequent construction of any facilities, has been identified to date. As per an interlocal agreement, the master plan committee is projected to begin work in the near future at amutually-agreeable date. The future New Hope Preserve would be addressed at a later date. Staffs from the participating jurisdictions will meet soon to discuss possible roles and responsibilities for the project. Based on discussions with other project partners, the Manager and staff will present a recommendation for funding of the local share of the survey at a later date.
