PURPOSE: To consider the establishment of a set of goals for solid
waste management in Orange County.
BACKGROUND: The local governments that comprise the Orange Regional
Landfill Owners' Group have for some months been considering the
establishment of solid waste management goals and objectives. At the
September 8, 1992 meeting, the Board of Commissioners discussed, but
took no action on, a draft resolution from the LOG proposing a set of
goals and objectives for solid waste management. Questions arose
about the need for each jurisdiction to spend more time considering
whether to pursue more specific goals. More recently, a committee of
three members of the Chapel Hill Town Council met and developed, for
discussion by the full Council, a set of solid waste goals for Chapel
Hill based on the goals established by the State of North Carolina.
The consensus of the members at the most recent LOG meeting (December
16, 1992 ) was that each local government should develop its own set of
solid waste management goals. These would be brought to the LOG with
the intent of working out a common set of goals for the LOG. The
outcome would likely be a tiered approach with a set of goals agreed
upon by all jurisdictions, and other sets of goals pertinent to
specific jurisdictions.
It is suggested that the Board review the draft LOG goals to determine
the degree to which they may be appropriate for overall solid waste
planning in the County. The Board may decide that certain goals are
acceptable, and that others may require more specificity. For example,
the issue of public involvement may be adequately addressed by LOG
draft goal 4c, or more detail may be required, as in Chapel Hill draft
goal 4 .
RECOMMENDATION: The Manager recommends that the Board discuss the
various draft goals and provide direction to staff on the development
of a set of solid waste management goals for Orange County.

A RESOLUTION FOR THE GOVERNING BOARDS OF THE INTERGOVERNMENTAL
SOLID WASTE ADVISORY COMMITTEE (LANDFILL OWNERS'GROUP) TO CONCUR
ON A SET OF GOALS AND OBJECTIVES FOR SOLID WASTE MANAGEMENT
WHEREAS, the issue of solid waste management in Orange
County have become complex and costly; and
WHEREAS, the member governments of the Intergovernmental Solid
Waste Advisory Committee (ISWAC) wish to clarify their roles and
the role of the ISWAC of the Orange County Landfill in providing
governance and advice on management of solid waste in Orange
County;
WHEREAS, adoption of a common set of goals and objectives
will assist in this clarification,
NOW, THEREFORE, BE IT RESOLVED by the Orange County Board of
Commissioners that the following statement of purpose and
goals and objectives for solid waste management shall govern
the solid waste management policies established by the
Intergovernmental Solid Waste Advisory Committee:
MISSION STATEMENT:
The purpose of the Orange County Intergovernmental Solid Waste
Advisory Committee (ISWAC) is to advise the governing bodies
of Carrboro, Chapel Hill and Orange County on matters concerning
solid waste management and make recommendations to the governing
bodies regarding solid waste programs and policies.
GOAL #1 Recommend to the governing boards in Orange County a
comprehensive, integrated plan to reduce the amount
of waste disposed at the landfill.
Objectives for Goal #1
a. Work with all generators of solid waste in Orange
County to implement such a plan;
b. Recommend resources and technical assistance needed
to carry out the plan;
c. Work with citizens' groups, the public at large,
neighboring universities and other sources of
expertise in developing and implementing the plan;
d. Develop and promote public and private source
reduction and recycling efforts that contribute
to meeting these goals;

e. Investigate and provide guidance for implementation
of volume reduction measures that contribute in a
fiscally and environmentally sound manner to meeting
this goal;
f. Make recommendations for local governmental policies
to support this plan including target dates and
amounts to be reduced;
Goal #2 Recommend plans and policies which ensure that
adequate capacity of environmentally protective
solid waste disposal facilities exist to meet the
needs of the people of Orange County.
Objectives for Goal #2
a. Provide guidance and oversight on behalf of the
governing boards that own the landfill to ensure
that the Orange County Landfill complies with all _
applicable State and Federal laws for construction,
operation, monitoring and closure of solid waste
disposal facilities.
b. Ensure that the landfill is operated in a manner
which does not create health or environmental
hazards.
c. Recommend policies to ensure that the present
landfill and any future landfills are operated to
last .as long as possible through source reduction,
• recycling, reducing the volume of materials entering
the landfill and diverting inert materials and other
processable materials (as allowed by law) from the
sanitary portion of the landfill.
d. Follow procedures adopted by the governing boards of
Carrboro, Chapel Hill and Orange County for
selection of a new landfill site.

e. Recommend a mechanism to select, finance, construct
and operate the next landfill.
Goal #3 Recommend sources and levels of revenue from the solid
waste stream including landfill tipping fees,
recycling revenues, special waste handling fees (e.g.
scrap tire fees) and other revenues that enable
solid waste management costs incurred by the Orange
coorify Rag44401,a1 Landfill to be financed as a self-
I supporting enterprise using no general tax revenues.

Objectives for Goal #3
a. Recommend budget and fee policies that ensure
adequate financing of waste reduction and recycling
programs necessary to meet the stated goals.
b. Recommend policies to ensure that adequate funds are
generated to cover all costs of operating and
closing the present landfill and acquiring,
designing, building and operating any future
publicly-owned landfill sites in Orange County.
c. Recommend appropriate policies and provide advice on
expenditure of funds on solid waste planning and
management efforts to meet the waste reduction
goals.
d. Recommend appropriate policies and provide advice on
expenditure of funds for provision of adequate, -
environmentally sound disposal capacity.
Goal #4 Recommend policies on solid waste issue for
consideration by the governments in Orange County.
Objectives for Goal #4 •
a. Recommend to local governments fiscally and
environmentally sound policies for solid waste
management including collection, financing and
related policies and ordinances.
b. Report regularly to governing boards and citizens on
solid waste management in Orange County.
c. Provide opportunities for citizen participation in
the solid waste planning process.

Attached are the materials the Chapel Hill Mayor' s Solid Waste
Agenda Committee has developed for the Council ' s upcoming Solid
Waste Work Session to -be held at 5 : 30 m, Tuesy December the Chapel Hill Town Hall, first-floor Co feren e, Room. YouBare

The solid waste goals as well as the questions concerning LOG are
only proposed for discussion.
The goals are based on the North Carolina Recycling and Solid Waste
Management Plan developed by the Division of Solid Waste Management
and Office of Waste Reduction dated February 1992 . Additions or
changes made by our Agenda Committee are in bold and those things
we have eliminated are marked through.
The questions dealing with the Landfill Owners ' Group (LOG) . cover
a number of issues that have been raised recently by citizens and
elected officials regarding the process for dealing with solid
waste management in Orange County.
The papers that come out of the Chapel Hill Town Council work
session will be forwarded to you. We anticipate that a January
intergovernmental work session will be set to continue this work.

SOLID WASTE.._GOALS
SECTION ONE - INTEGRATED WASTE MANAGEMENT PLANNING
Goal 1 : To plan for and implement solid waste management systems
involving an integrated mixture of program components giving
priority to waste reduction. The systems should function so as to
handle solid waste in the most efficient way possible and in a
manner which is appropriate in terms of environment, public health,
cost and resource conservation. A process of evaluation for
efficiency, cost effectiveness, resource conservation,
environmental protection and public health will be established.
Goal 2 : To develop cooperative strategies to manage the waste
within a region where appropriate and consistent with local waste
reduction and cost effectiveness strategies, and that minimizes
environmental health hazards, conserves natural resources and
energy, and minimizes .total costs.
Goal 3 : To dcvclop, where necessary or efficient, new
institutional relationships To better define the relationships of
the governing bodies of Orange County in order to plan, coordinate,
implement, and regulate the programs and systems needed for
effective solid waste management.'
Goal 4: To effectively involve the public, through public
hearings, appropriate Town committees, and other means, in
integrated solid waste management planning and program development
by including the public and addressing public concerns and values
at each stage of the decision making process.
SECTION TWO. - UTILIZING WASTE STREAM CHARACTERIZATION DATA
Goal 5 : To gather useful, accurate and appropriate data on the
amount and nature of the waste stream as needed to assist in the
planning of solid waste management programs and facilities.
SECTION THREE - COLLECTION, TRANSFER, AND DISPOSAL OF WASTE
Goal 6 : To ensure the provision of reasonably convenient, cost-
effective, and sanitary waste collection service to all residents,
businesses, and industry in North Carolina Chapel Hill, preferably
regular household collection from all residential - customers,
household collection o-r access to staffed convcnicncc centers
provided to all rural customers; and adequate collection
arrangements available to all' local businesses and industry.
Goal 7 : To evaluate the potential for improved waste management
through incorporating transfer stations into the i .tcgratcd waste
management systcm where appropriate investigating and comparing
source separation with collection and disposal technologies using
efficiency, cost, resource conservation, protection of the
environment and public health as the evaluation criteria.

Goal 8 : Te, ensure that adequate, environmentally sound disposal
capacity is available in the present and ideally for the next -ten
twenty years.
Goal 9 : To undergo proactive planning, site screening, site
selection, and design of required new landfill capacity and provide
operation of existing facilities that will meet all federal, state
and local requirements and reduce the risk of environmental
degradation.

integrated waste management planning where appropriate.
Goal 11 : To effectively reduce and eventually eliminate littering
and illegal dumping of solid waste within u local government ' s

SECTION FOUR - ALTERNATIVES TO DISPOSAL: SOURCE REDUCTION, REUSE,
RECYCLING AND COMPOSTING
Goal 12: To reduce the amount of North Carolina' s waste requiring
development and expansion of recycling, reuse, and source reduction
opportunities.
Through sound management practices and through the development and
expansion of source reduction, reuse, and recycling opportunities,
reduce the amount of Chapel Hill' s waste requiring disposal.
Goal 13 : To assess , develop and implement education programs ,
policies and incentives which promote source reduction and reuse
and discourage waste generation.
Goal 14: To increase the number and types of recycling services
provided to maximize recovery of materials, while minimizing
recycling system costs.

. Goal 15 : To effectively manage organic waste materials in an
environmentally sound manner which yields a u3cablc product and
diverts a significant portion of the waste stream from disposal in
VIEW facilities and cost effective manner which diverts that waste
stream from MSW facilities.
Goal 16 : Design, develop and implement public information,
awareness and education programs designed to increase public
awareness of the need for, and public involvement in the
implementation of source reduction, recycling and composting, and
to promote environmentally sound and cost-effective integrated
solid waste management.

SECTION SIX - SPECIAL WASTE MANAGEMENT
Goal 17 : To evaluate and establish alternatives for the management
of materials which have been banned from landfilling or which pose
special management problems, with an emphasis on reducing the need
to handle such materials.
SECTION SEVEN - ECONOMIC CONSIDERATIONS
Goal 18 : To budget sufficient funds to cover existing and proposed
solid waste management programs, including staffing for public
education programs, recycling, reduction, and composting programs,
etc.
Goal 19 : To determine the full costs involved in providing solid
waste management services in order to determine how to set
equitable rates which pass the cost of services on to the public
and provide the basis for enterprise fund development.
SECTION EIGHT - IMPLEMENTATION ISSUES
Goal 20: To cval atc the options for assuring -availability of the
wastc stream foT optimizing Solid wastc management capacity
utilization.
