DEPARTMENT: Clerk's Office PUBLIC HEARING YES: NO: ATTACHMENT(S) : INFORMATION CONTACT: Randy Brantley, CH. DHCAC Budget Reguest TELEPHONE NUMBER- Hillsborough - 732-8181 Chapel Hill - 968-4501 Mebane - 227-2031 Durham - 688-7331 PURPOSE: To consider a budget request of $1,995 to support the Domiciliary Home Advisory Committee's current and expanded services provided to the community as prescribed by law. BACKGROUND: The Domicialiary Home Advisory committee (8 members) are County Commissioner appointed volunteers who's main service is protecting the Resident Bill of Rights. The committee makes unannounced visits to 19 homes in Orange County to apprise members on the conditions under which residents live. A report of official visits (required by law) are submitted to the county and state (also federal government) . The members are required to respond to resident needs and assist when there is a problem with care. The gommittee work includes: educating the public on issues relatwAto long term care, working' with local, regional and state agencies. In addition, to it's monthly meetings the Domiciliary Advisory Committee is required by law to make a minimum of 31 official visits to the 19 home (over 300 residents) in Orange County. This does not include any un-official visits. The average travel for a meeting or visit is 40 miles. There are also different area meetings that members are asked to attend, but lack funds. Presently the Dept. on Aging has provided postage and copying for the committee who prepares their own correspondence. No funds are available for mileage reinburement nor a per diem for committee members. In 1992-93 other County's have seen the need to support its local Domiciliary Home Committees with Durham County appropriating $1,624 and Chatham County allocating $843 primarily for mileage expenses. RECOMMENDATION(S) : The Manager recommends that if the Board decides to approve the request for funding for the Advisory Committee, that it be absorbed within the existing Department on Aging budget, with the possibility that contingency funding could be sought in June if funding approval proves to have an adverse impact on the 1992-93 Aging budget. 1 1 2 Orange County Domiciliary Home Community Advisory Committee Budget 1992-93 Postage 240.00 $20 x 12 Printing 216.00 $1B x 12 Mileage 960.00 . 40 miles x .25 =$10 x 8= $80 x 12- $960.00 Per Diem 320.00 $10 per quarter (4 in a year) Office Supplies 259.00 (file cabinet, paper, staples etc. . .) • ..A
