PURPOSE: To propose several exceptions to the Orange County
Personnel Ordinance to facilitate the transition of
Orange County Library employees to Orange County
employee status and to update the Board on this
transition.
BACKGROUND: In follow up to the resolutions approved by the Board
of County Commissioners and the Hyconeechee Regional
Library Board of Trustees, the Orange County Library
will become a department of Orange County local
government. With this change, the Library employees
will become Orange County employees. It is planned
that this change will occur effective March 1, 1993 .
When the Library employees become Orange County
employees, they will be covered by all provisions of
the Orange County Personnel Ordinance, the Orange
County Classification and Pay Plan, the Orange County
employee benefits plan, and the related personnel/
payroll systems and procedures .
Library and Orange County Personnel staff have
compared Library and Orange County personnel policies
and benefits to assess the impact on employees .
Personnel held a general orientation session with
employees following the Board of Commissioners
adoption of the resolution to establish the Library as
a County department. In that session Personnel
reviewed the key policy and benefit changes
anticipated and the planned communication and
other activities to make the change to Orange
County employee status.
Prior to March 1, Personnel will have a benefits
orientation session with employees to enroll them in
the County benefits plans and a special session of the
new employee orientation program to acquaint them in
more detail with County personnel policies.
As a result of reviews to date, it is proposed that
the Board approve the following exceptions to the
Orange County Personnel Ordinance for the Library
employees who become Orange County employees as of
March 1, 1993 .
1. Permit such employees to transfer any accumulated
unused annual leave hours to Orange County for use
as Vacation Leave. (The Personnel Ordinance permits
transfer of accumulated, unused Sick Leave. )
2 . Provide that such employees receive credit for
service as a permanent Hyconeechee Regional
Library employee toward the following Orange County
benefits:
- Vacation Leave earning
- Longevity Pay
- Service Awards
These exceptions are requested in view of the
Library' s relationship with the County as, in effect,
an agent for the County and are consistent with the
handling applied in other instances where such an
organization has become a County department. This
handling will facilitate the transition for the
employees and recognize that the circumstances are
different than those normally applicable to a new
employee.
For information, several additional activities
related to the Library becoming a County department
are in progress and will be brought to the Board at
later meetings. These include:
-A classification and pay study now in progress of
the 12 permanent Library positions. It is planned
to present the study results to the Board for
action at its February 1, 1993 meeting.
-Development of a proposed budget for the Library.
Budget staff also plans to present this at the
February 1, 1993 meeting.

-Development of the draft specific implementation
agreement for the restructured Library system
between Orange County and the Regional Library.
Assistant County Manager Albert Kittrell has this
in progress in coordination with the other
counties involved and plans to present it to the
Board for its consideration at the February 16,
1993 meeting.
RECOMMENDATION: The Manager recommends the Board approve the
exceptions to the Personnel Ordinance in numbered
Items 1 and 2 above for Library employees who become
Orange County employees effective with the date the
Library becomes a County department.
