PURPOSE: To receive a report on a plan for working with the Town of
Hillsborough to process the wood debris, resulting from the tornado
cleanup, that is stored at Fairview Community Park.
BACKGROUND: The Town of Hillsborough has entered into a contract with
North Central Piedmont Resource Conservation and Development Area
(RC&D) to process the wood debris in their permitted construction and
demolition area north of Fairview Community Park. The Town has agreed
to include the wood debris at Fairview Park in the contract for
processing into a mulch material that will be marketed to residents of
Orange County.
There is approximately 2, 000 cubic yards ( 1,000 tons) of wood debris
stored at Fairview Park. The cost for disposal of these materials at
the landfill would be approximately $21,500. It is estimated that the
cost for mulching and marketing this material will be substantially
less. Exact net cost cannot be determined until bids for mulching are
received later on in January and until marketing of materials in the
months ahead. However, based on Piedmont RC&D' s previous experience,
mulching and marketing may cost about $6 per cubic yard against sale of
materials at about $5 per cubic yard.
Since debris at Fairview originated in both the County' s and the Town' s
jurisdictions, it is proposed that upfront costs and revenues derived
from the sale of mulching materials be shared equally between Orange
County and Hillsborough. The County and Town Managers could work
out the details of this arrangement once bids are received for
processing the wood debris. The County would need to make a payment
for its share of the cost incurred by Piedmont RC&D at the outset for
contracting out the processing of the wood debris. During the course
of the year, the County can expect to receive a proportional share of
the proceeds that the Town of Hillsborough will receive under its
contract with Piedmont RC&D from the sale of mulching material derived
from the tornado debris. County staff would also provide advice and
assistance in the marketing of mulching materials.

There are a number of expected advantages from pursuing this plan. It
is likely that the net cost to the County under this approach will be
significantly lower than the costs that would be incurred in disposing
of the material at the landfill. Production of mulch is an
ecologically sound method of dealing with wood waste. The County will
gain experience in managing the chipping and mulching of yard waste
that can be diverted from the landfill.
RECOMMENDATION: The Manager recommends that the Board receive the
report for information, and authorize the Manager to enter into a
memorandum of understanding with the Town of Hillsborough regarding
cost sharing for the processing of wood debris at Fairview Community
Park. At the present time, staff intent is to pay the upfront costs
for processing the debris through the landfill tipping fee budget, as
this is where costs would be incurred if debris were taken to the
landfill. However, as unbudgeted costs for numerous truckloads of
mixed tornado debris already taken to the landfill have already been
incurred, it is possible that staff may have to recommend an
appropriation from contingency for these expenses at a future Board
meeting.
