BACKGROUND: 1. The Orange County Health Department has received additional State funds for its immunization efforts. The attached Immunization Action Plan grant project ordinance will appropriate these funds, totalling$6,225, to the Health Department. No County match is required. (See attached grant project ordinance.) 2. The Orange County Health Department has received additional Jordan/Adams funds from the State. The attached budget ordinance amendment, totalling$2,094, will appropriate these funds to various health department programs. No County match is required. (See block#2,page 2) 3. On January 4, the Board of County Commissioners approved a funding request from the volunteer fire departments for Hepatitis B vaccinations. This amendment, totalling$18,000, will appropriate funds from Contingency to the Emergency Management Services budget for this purpose. (See block#3, page 2) RECOMMENDATION: The Manager recommends that the Board of Commissioners adopt the proposed Budget Ordinance Amendments and Grant Project Ordinance. z ORANGE COUNTY PROPOSED 1992-93 BUDGET AMENDMENTS The 1992-93 Orange County Budget Ordinance, as amended, is amended as follows: BEFORE AFTER AMENDMENT AMENDMENT AMENDMENT 1. GRANT PROJECT ORDINANCE FUND See attached Immunization Action Plan grant project ordinance. 2. GENERAL FUND Source: Intergovernmental $8,096,262 $2,094 $8,098,356 Appropriation: Human Services $13,770,242 $2,094 $13,772,336 To appropriate additional State funds 3. GENERAL FUND Source: Miscellaneous $417,760 ($18,000) $399,760 Appropriation: Public Safety $5,386,652 $18,000 $5,404,652 To appropriate Contingency funds for Hepatitis B vaccines for volunteer fire departments. BUDGET ORDINANCE AMENDMENT#6 3 9-93 IMMUNIZATION GRANT PROJECT ORDINANCE Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the following grant project is hereby adopted. Section 1. The project authorized is the Immunization Action Plan Program as awarded to the Orange County Health Department by the North Carolina Department of Environment, Health and Natural Resources. Section 2. The officers of the County are hereby directed to proceed with the grant project within the grant document, the rules and regulations of the North Carolina Department of Environment, Health and Natural Resources and the budget contained herein. Section 3. The following revenue is anticipated to be available to complete this project: Intergovernmental-Immunization Action Plan $6,225 Section 4. The following amount is appropriated for this project: Human Services -Immunization Action Plan $6,225 Section 5. The finance officer is hereby directed to maintain within the Grant Project sufficient specific detailed accounting records to provide the accounting to the grantor agency required by the grant agreement and federal and state regulations. Section 6. Funds may be advanced from the General Fund for the purpose of making payments due. Reimbursement requests should be made to the grantor agency in an orderly and timely manner. Section 7. Copies of this grant project ordinance shall be made available to the finance officer for direction in carrying out this project. Section 8. This ordinance is effective January 19, 1993.
