Resolution--Supporting passage of Statewide Referendum on Clean Water Bonds. _ . • I 0 9 5 13 J,1 • MUTES APRIL 26, 1982 The Orange County Board of Commissioners met in regular session on Monday, April 26, 1982, at 7:30 P.M. in the COmmissioners' Roam, Orange County Court- house, Hillsborough, North Carolina. Commissioners present: Chairman Richard E. Whitted, and Cbmmissioners Norm Gustaveson, Shirley E. Marshall, Norman Walker and Don Willhoit. A. Board Cements: COmmissioner Willhoit asked about the deadline for response to the Cane Creek Environmental Impact Statement and the County's plans for such response. Staff told Commissioner Willhoit that the Cane Creek EIS was scheduled for the May 3rd agenda and that Planning Staff response was available now if the Board desired it. Commissioner Walker added-an item about the possibility of a local ordinance prohibiting spotlighting of deer. B. Audience Comments: There were none. C. Items For Decision By Board: 1. Addition of Chesidy Circle in Oak Hills Subdivision to the State maintained system. Clommissioner Marshall moved to approve, seconded by Commissioner Willhoit, the addition of Chesidy Circle to the State Secondary Road System, Vote: Ayes, 5; noes, 0, 2. Public Hearing date for naming of State and non-State maintained roads.. The Board set May 18, 1982, as the date for the public hearing on the State and non-State maintained roads. 3. Resolution supporting passage of Statewide Referendum on Clean Water Bonds. Commissioner Willhoit moved, seconded by Commissioner Marshall, to adopt the Resolution supporting passage of the Statewide referendum on Clean Water Bonds (That Resolution is on page of this book.) During discussion, Commissioner Wilihoit said that awarding of Clean Water Bond money should not be contingent upon obtaining other sources of funding; that there should be no "strings" on the source of matching funds for Clean Water Bond money. There was a consensus of the Board to include a statement to this effect in the letter of transmittal to Triangle 3 Council of Governments. Vote: Ayes, 5; noes, 0. 1 01195'7 ;.1 • 1_ : U t 1 4. Added Item--Discussion of a local ordinance to prohibit the spotlighting of depr, Commissioner Walker had a copy of an ordinance which had been passed ; and applied to thirty-eight counties in North Carolina prohibiting the spot- lighting of deer between certain hours. Commissioner Gustaveson moved, seconded by Commissioner Walker, to refer this ordinance to the COunty Attorney for his s... opinion and if it was a matter of getting Orange COunty added to the list of thirty-eight counties already under the ordinance that the Attorney should be i in contact with our legislators to accomplish same. Vote: Ayes, 5; noes, 0. Jaaes DIVISION ENGINEER DISTRICT ENGINEER (Do not write in this space - For use of Secondary Roads Dept. ) Petition No. ■•••••••■•• k fin 50 RESOLUTION SUPPORTING PASSAGE OF THE NORTH CAROLINA CLEAN WATER BOND REFERENDUM WHEREAS, the population of this County is increasing steadily and becoming more urbanized, creating a constantly rising demand for water and threatening to overtax the capacity of supply systems; and, WHEREAS, adequate wastewater systems to serve the increasing population are essential to protect the quality of water in our lakes and streams; and, WHEREAS, adequate water and wastewater facilities are necessary for protecting public health as well as for the economic expansion needed to provide new jobs for the growing population, and to augment the wages of the existing population; and, WHEREAS, Federal funding for water and wastewater facilities is being severely reduced, and remaining State Clean Water Bond funds will soon be depleted; and, WHEREAS, the State of North Carolina proposes a referendum on additional Clean Water Bonds which would help local governments avoid the higher interest rates on local bond issues; NOW THEREFORE BE IT RESOLVED, that the Orange County Board of Commissioners strongly supports passage of the North Carolina Clean Water Bond Referendum, and encourages its municipalities to do likewise; and, BE IT FURTHER RESOLVED, that Orange County encourages State officials to proceed without undue delay with plans, and to schedule the referendum for the next Statewide election. List Irlforaration Contact: Jim Polatty Attacirrant(S) : of Road Names and Locations Phatle Ntirriber: ext. 342 PURPOSE: To Set a Public Hearing to Name 77 Public Non State Maintained Roads NEED: In order to continue the work started in naming roads, RONAC has proposed naming 77 Public Non-State Maintained roads. By clarifying the names on these roads service by emergency personnel should be easier. IMPACT: The naming of 77 public non-state maintained roads is somewhat more difficult than naming State maintained roads. Some of the problems are: the question of ownership of the right of way (whether it is in fact public) , which of the many rights of way should be designated as a public road; should there be a minimum number of dwelling units on a road before it is namAd; since the ownership of the right of way is difficult to ascertain some private drives may inadvertently be named. The naming of these roads may be useful to emergency services and in helping citizens find addresses. RECOMMENDATION(S) : That the roads be named as recommended, but that the intersections not be posted with signs by the County. The absence of street names (and signs) caused problems ranging from minor annouances to life and death situations. In the =incorporate areas of the County, the ability of emergency personnel to arrive on the scene quickly is essential. Any reduction in response time to emergency calls is essential, especially given the great distances that must sometimes be covered. IMPACT: Data on accident locations would be accurate and emergency personnel and others would be able to locate streets/roads in a more efficient manner. Street name signs are a tremendous asset to the County in providing emergency services and for the general convience and safety of the populace. Heater, Chairman SUBJECT: North Carolina Clean Water Bond Funds At its March 24 meeting, the Triangle J Council of Governments unanimously passed the enclosed resolution supporting the North Carolina Clean Water Bond referendum, and encourages its members to do likewise. As you probably know, all unused county allocations of the 1977 Clean Water Fund revert to the State pool as of April 1 . This means that local communities must compete for any remaining water and sewer funds on a statewide basis from a pool of about $30 million. Applications will be accepted only through June 30 of this year. The need for additional State funding is clear. A brief fact sheet is enclosed on the Clean Water Bond Act of 1981 , as well as county allocations for Region J. The Council of Governments requests the following from each of its members : • Review the enclosed material (COG staff can provide more details) • If you have not already supported the Clean Water Bond Act, please consider passage of a similar resolution by your governing board. • Send a copy of any local action to Governor Hunt, DNRCD Secretary Joe Grimsley, and to Triangle J. ALLOCATION SYSTEM: POLLUTION CONTROL ACCOUNT: $154,000,000 Distribution & Percentage: : $80 million on statewide basis according to needs for wastewater treatment plants and interceptors. Grant participation is 25% or one-half the non-federal share. $40 million on countywide basis according to population for wastewater treatment plants, interceptors, and collection sewers. Grant participation is 25% or one- half the non-federal share. $34 million on statewide basis for pending wastewater treatment projects which ha, design completed.
