PURPOSE: To consider making appointments to the Commission for the Environment.
BACKGROUND: The following information is for Board consideration:
• Appointment to a second full term (position #2) "At-Large Air Quality" for William Newby
expiring 12/31/2019.
• Appointment to a first full term (position #6) "At-Large" for Alan Parry expiring 12/31/2019.

RECOMMENDATION(S): The Manager recommends that the Board consider making
appointments to the Commission for the Environment.

Dear Donna:
The Commission for the Environment has five current vacancies and three members
whose terms expire 12/31/I6: Loren Hintz (completed two terms), Sheila Thomas-
Ambat, and William Newby.
First, the CFE recommends re-appointing Sheila Thomas-Ambat (Position#8) and
William Newby (Position#2)—both of whom have served well on the CFE and are
interested in remaining on the board.
Secondly, the CFE Membership Committee (Chair &Vice-Chair) has reviewed the
current list of applicants and recommends the appointment of Alan Parry to Position
#6 (At Large), Alex Nickodem to Position#7 (At Large), and Jeremy Marzuola to
Position# 11 (At Large). These three candidates have varied environmental interests,
backgrounds, and experiences that would add nicely to the board's perspective and
discussions. Two candidates have attended meetings to learn more about the CFE.
If those three positions were filled that would still leave three vacancies; however the
committee does not recommend appointing any of the other applicants at this time.
CFE members prefer to recruit other qualified applicants to fil Position# 4 (intended
for someone with Biological knowledge/experience) and Position#12 (someone with
Engineering background and experience.
The CFE antici ates having a recommendation for the Board to consider for additional
appointments in early 2017.

I am an avid hiker and conservationist and would bring that perspective to discussion of matters
impacting the County s natural areas. As a trial lawyer and mediator, I also have experience
handling and resolving disputes involving environmental contamination. Outside of work and
recreation, I have a real passion for the environment, and I read extensively about environmental
issues currently impacting our State and County, including the growth and development of
renewable energy and other sustainability initiatives. My background and training as an
advocate, counselor and mediator would be useful in the Commission s work advising and
making recommendations on environmental policy and initiatives, as well as educating local
officials and the public on relevant issues.

As noted above, I have a significant interest in environmental and sustainability issues, and

I have worked for Habitat for Humanity for the past four years. Through my heavy involvement
within the Chamber as well as my professional work with Habitat, I have gained a unique insight
as to how economic development and affordable housing can go hand in hand.
Reasons for wanting to serve on this board:
I realize the need for affordable housing, economic development, and environmental
sustainability within our community. It is my belief that all of these issues need to be heavily
pursued within Orange County, but that each of them affects the other. Change begins with
design. If we can design our community for these issues to grow together, Orange County will
become an even better place to call home.
Conflict of Interest:
I work for Habitat for Humanity so I definitely am personally interested in the increase of well
designed and sustainable affordable housing within Orange County. Whether that comes
through Habitat, the Community Home Trust, or some other means, it does not matter to me.
Full disclosure, I am a fundraiser. I am paid on a salary and do not receive any sort of

commission or performance based bonus. Our financials come through Habitat for Humanity of
Durham.

Background, education and experience relevant to this board:
My interest in the environment began when I took a course in college called Green Designs.
Through that course, I was introduced to the writings and teachings of William McDonough. He
is the world s leading environmental architect. I am thankful that I work for a#1 private home
builder in the US and for the sustainable features that we incorporate into our homes. I have
spent much of my adult life with the thought that environmental and economic design must be
intertwined. I look forward to helping to make that happen within Orange County.
Reasons for wanting to serve on this board:
I consider myself to by an environmentalist as well as a supporter of economic development. I
believe that these two issues go hand in hand. A community can not truly have economic or
environmental sustainability without the health of the other. In addition, my wife and I are most
likely going to be living in Orange County for the rest of our lives. Being in our late twenties/early
thirties, that will hopefully mean that we will be here for the next 50+years. I would like to ensure
that sound decisions are made in the short term in order to secure the long term health of our
community.

I have a background in management consulting and business management. I attending UNC
Chapel Hill as an undergraduate and studied political science and urban and regional planning.
After 7 years of consulting in Washington DC, I came back to UNC Chapel Hill to get a Masters
in Business Administration and just graduated in May. My concentrations were in Sustainable
Enterprise, Entrepreneurship, and Corporate Finance and Accounting. While getting my MBA I
was selected as a Leadership Fellow for the Center for Sustainable Enterprise at Kenan-Flagler,
and was also elected as the President of the Entrepreneurship club. I worked closed with the
Campus Y, The Cube(social-enterprise incubator on campus), 1789 and Launch Chapel Hill to
connect and expose MBAs to sustainable and environmental startups in the area.
Since getting my MBA I have worked for a solar developer, and two startups that have center
their business around sustainability and the environment. The reason I came back to NC to get
my MBA was to grow my business acumen in sustainable enterprise and clean energy, and
focus on building smart and socially responsible businesses in North Carolina.
Reasons for wanting to serve on this board:
I want to serve on this board because I want to stop sitting on the sidelines and get involved in
my local government. I have strong qualities that can benefit the Commission (a business
acumen,focus on sustainability and the environment, and a background in consulting and to

manner), and a perspective that is probably under-represented (as a young adult) in our local

What is OWASA's role in growth/development issues?
OWASA serves the needs of the Urban Services Boundary including Chapel Hill and Carrboro.
They are increasing in density and population size. OWASA has to assure that safe, clean water
is available to meet the long-term needs of these communities. Negotiations with other
communities will be an essential element for these resources and I can deal with that.
