PURPOSE: To approve the purchase of one (1) ambulance through a cooperative purchasing
agreement that will replace a 2007 model ambulance manufactured by Wheeled Coach.
BACKGROUND: On April 7, 2015 the Board of County Commissioners authorized Orange
County Emergency Services to purchase an ambulance built by Horton Emergency Vehicles,
supplied by FESCO, Inc. in Elkridge, Maryland. This unit replaced the first of four 2007 model
ambulances manufactured by Wheeled Coach. This selection was recommended by an
ambulance sub-committee after reviewing four vendors for safety, comfortable ride for patients,
reliability, local maintenance capabilities and four wheel drive capability.
The Board may recall from the April 7, 2015 agenda item that the Horton ambulance was
chosen because:
• It was the only ambulance on the market that has both front and rear airbags to protect
staff;
• It utilizes the liquid springs technology that provides a very comfortable and stable ride for
patients (members of the ambulance subcommittee actually filled the role of the patient
in the rear of the ambulance to see how patients would feel when riding to the hospital);
• FESCO has mobile maintenance services and a maintenance facility in Richmond, VA
that is only 2.5 hours away for significant maintenance issues that cannot be addressed
by Orange County Emergency Services and Fleet Maintenance staff;
• The Ford F-550 four wheel drive automotive and drive train chassis can be serviced
locally by Orange County fleet maintenance staff as well as a Hillsborough based Ford
service center;
• The units of government that use Horton and FESCO in their fleets give high marks for
reliability, service and support.
The first Horton ambulance replacement (unit #957) has been in service since November 2015
and has logged approximately 37,075 miles. The second Horton ambulance replacement (unit
number assignment pending) will go into service by December 9, 2016 date after State Office of

Emergency Medical Services inspection. That unit replaces wheel coach unit 714. County
Emergency Medical Services and Fleet Maintenance staff feedback continue to corroborate the
more comfortable ride for patients and the reliability of the platform.
North Carolina General Statute (NCGS) 143-129(e)(3) allows local governments to make
purchases through a competitive bidding group purchasing program, which is a formally
organized program that offers competitively obtained purchasing services at discount prices to
two or more public agencies. The Houston-Galveston Area Council ("HGAC") is a cooperative
purchasing group that meets the requirements of NCGS 143-129(e)(3). The specific contract
number for the HGAC is #AM10-14. The terms of the contract call for items to be sold and
serviced through identified authorized dealers. Both Horton Ambulance and FESCO are listed
on contract #AM10-14.
FINANCIAL IMPACT: The financial impact will be the cost of the ambulance ($216,827) and
the cost of a power lift stretcher (approx. $16,000) for a total approximate cost of $232,827.
Funding for this vehicle was included as part of the approved vehicle replacement list provided
with Agenda Item 7-b, Attachment #1 of the November 1, 2016 Board of Orange County
Commissioners regular meeting agenda.
SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable
to this item:
• GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND
INEQUITY
The fair treatment and meaningful involvement of all people regardless of race or color;
religious or philosophical beliefs; sex, gender or sexual orientation; national origin or
ethnic background; age; military service; disability; and familial, residential or economic
status.
• GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY
The creation and preservation of infrastructure, policies, programs and funding necessary
for residents to provide shelter, food, clothing and medical care for themselves and their
dependents.
• GOAL: CREATING A SAFE COMMUNITY
Supporting policies, procedures, regulations, and programs that reduce harassment,
exclusion, intimidation, and violence against Orange County residents.
The purchase of a replacement ambulance ensures continued ambulance coverage around the
clock for Orange County.
RECOMMENDATION(S): The Manager recommends that the Board award the purchase
through cooperative purchase agreement to FESCO, Inc. and authorize the Manager to proceed
with the purchase of the Horton ambulance from FESCO, Inc. and execute agreements upon
review by the County Attorney.

by FESCO Emergency Sales(FESCO),at our office in Elkridge,Maryland,the apparatus and equipment herein named and for
the following prices:
One(1)Horton Model#603F ambulance mounted on a
2016 Ford F-550 4x4 cab and chassis per attached specification,
and production#17481 for a total delivered price of $216,827.00
*NOTE: FESCO to install(2)customer supplied radio heads and remote cables per previous units.
This proposal is provided utilizing HGAC contract and tagging onto Orange County previous contract in 2015.
Said apparatus and equipment are to be built and shipped in accordance with the specifications hereto attached.Delays due to
strikes,war or international conflict, failures to obtain materials,or other causes beyond our control in preventing, delivery shall
be within 20-25 working days after receipt of this order and the acceptance thereof at our office at Elkridge,Maryland,and to be
delivered to you at Elkridge,MD.
The specifications herein contained shall form a part of the final contract,and are subject to changes desired by the purchaser,
provided such alterations are initialed by authorized representatives of both parties prior to the acceptance by FESCO of the offer
to purchase,and provided such alterations do not materially affect the cost of the construction of the apparatus.
Unless accepted within 30 days from the above date,the right is reserved to withdraw this proposal.
