PURPOSE: To approve a capital funding request from Orange County Schools to replace air
handlers at C.W. Stanford Middle School and corresponding capital project ordinance.
BACKGROUND: Over the last several months, Orange County Schools (OCS) has
experienced major mechanical problems with the air handlers currently in place at C.W.
Stanford Middle School. On April 23, 2007, the OCS Board of Education approved its capital-
spending plan for the upcoming 2007-08 fiscal year. Included in the plan is an appropriation of
$500,000 to replace the dysfunctional air handlers at the school.
Per the attached letter from OCS Superintendent, Dr. Shirley Carraway, the project requires a
twelve week lead time in order to have the materials in place to begin work once students leave
for the summer break. In order for the District to encumber and expend funds for the project,
the Board of County Commissioners must approve a capital project ordinance for C.W.
Stanford. The offsetting project revenue would be the District's share of the County's fiscal year
2007-08 pay-as-you-go capital funding appropriations. To that end, in order to expedite the
project, the Board of Education requests that the Board of County Commissioners approve the
attached C.W. Stanford Middle School Capital Project Ordinance. In the past, Commissioners
have approved similar funding requests for both the Chapel Hill Carrboro City and Orange
County Schools in an effort to expedite projects over summer breaks while students are not
attending school.
FINANCIAL IMPACT: In accordance with the capital funding formula outlined in the County
Capital Funding Policy, the fiscal year 2007-08 capital funding appropriation for OCS totals
$1,541,652. With the appropriation of $500,000 for the C.W. Stanford air handlers, $1,041,652
remains available to fund other projects in the Board of Education's 2007-08 capital funding
plan. The District plans to submit its one-year interim capital-spending plan with its submission
of the 2007-08 annual operating budget later in May 2007.
RECOIVIIVIENDATION (S): The Manager recommends that the Board approve the capital
funding request from Orange County Schools to replace air handlers at C.W. Stanford Middle
School and the corresponding capital project ordinance.

Dear Ms. Blackmon,
On April 23, 2007 the Orange County Board of Education approved the Capital Improvement Plan
projects for 2007-2017. As a result, our district is ready to present to the Board of County
Commissioners a one year interim Capital Budget for the upcoming fiscal year 2007-2008 along with our
local current expense budget request.
As you aze aware, we have a critical capital project need to replace the air handlers at C.W. Stanford
Middle School.. This project requires a 12 week lead time in order to have the materials in place to begin
work once students leave the building for the summer. The district would like to request the approval as
soon as possible of a project ordinance for C.W. Stanford to allow us to begin work in order to complete
the project during the summer months. While we are in the process of securing the equipment design and
final cost estimates, we anticipate the cost of this project to be approximately $500,000. This project has
been listed as a first priority by our Boazd.
Please let me know should you need additional information in order to move this project ordinance
forward for approval.

Capital Project Ordinance
Be it ordained by the Orange County Board of County Commissioners that pursuant to Section
13.2 of Chapter 159 of the General Statutes of North Carolina, the following capital project is
hereby adopted.
Section 1.The project authorized provides funds for building renovations including science lab
renovations; replacements of doorframes, restroom tile, intercom system and air
handling system. Proceeds from the Schools' 1997 bond referendum and from the
Schools' share of pay-as-you-go capital funds finance this project.
Section 2.The officers of the County are hereby directed to proceed with the project within the
budget contained herein.
Section 3.The following revenue is anticipated to complete this project:

Section 5.This ordinance supersedes all previous C. W. Stanford Renovations Capital Project
Ordinances.
Section 6.This ordinance remains in effect from July 1, 1998 until June 30, 2008.
