PURPOSE: To present the completed Orange County Master Aging Plan (MAP) update
covering the period 2007-2011 for future adoption.
BACKGROUND: At the request of the Orange County Advisory Board on Aging, on June 23,
2005, the Orange County Board of Commissioners approved updating the Master Aging Plan
(MAP) for the Years 2006-2010. This timeframe was later changed to 2007-11. On October 18,
2005, the Board of County Commissioners approved the recommended MAP Task Force
charge, structure, membership and time frame -including the designation of two Commissioner
board members, Barry Jacobs and Alice Gordon, to serve on the Steering Committee. The
MAP Steering Committee was formed, and guided the activities of the three functional
subcommittees: (1) Well/Fit Older Adult, (2) Disabled /Moderately Impaired Older Adult and (3)
the Severely Impaired /Institutionalized Older Adult and the four identified broad issues
subgroups (Information/Access, Housing, Transportation and Transitional Care) in identifying
the issues and arriving at the final goals, objectives and strategies.
Pat Sprigg and Florence Soltys, co-chairs of the MAP Steering Committee, guided the planning
process from the kick-off orientation meeting held in December 2005 to the final MAP Steering
Committee meeting on January 31, 2007. Throughout this period, the BOCC has received
update reports, the last report being on September 19, 2006, in which the BOCC approved the
preliminary MAP goals and objectives, the proposed Bill of Rights for Older Persons and the
new initiative in "Building Aging-Friendly Communities on Orange" for public comment.
Since the last MAP update report to the BOCC, the Steering Committee (in partnership with the
Aging Advisory Board), held over 30 public presentation meetings from September to January,
2007 to receive community input and buy-in. The input meetings included presentations to all
the town councils in Orange County, key agencies and senior citizen groups. At the end of the
public comment period, the MAP Steering Committee met on January 31, 2007 and approved
the submission of the final MAP Report for 2007-11, with the inclusion of public comment
changes and the approval of an implementation tracking process. .
FINANCIAL IMPACT: None at this time. Financial costs would be presented in the future
when the BOCC considers a specific MAP objective-strategy for adoption.
RECOiVIIViEN®ATION(5): The Manager recommends that the Board accept the Master Aging
Plan for 2007-11 as information for review, and consider adoption at a future BOCC meeting.
