PURPOSE: To consider making appointments to the Historic Preservation Commission.
BACKGROUND: The Historic Preservation Commission is recommending Todd Dickinson and
Terri Russ for appointment to the Historic Preservation Commission. If appointed, one
applicant will be serving a partial term, which will end 3/31/2009, and one applicant will be
serving a full term, which will end 3/31/2010.

SUB]ECT: Recommendation for Appointments to the Historic Preservation Commission
Please consider Todd Dickinson and Terri Russ for appointment to the Historic Preservation
Commission. Todd Dickinson, one of the Historic Preservation Commission's original
members, is eligible to serve on the commission again. Terri Russ is eligible to serve her first
term.
The Historic Preservation Commission participates in the Certified Local. Government
program. All HPC members must have personal, professional, and/or organization
experience related to historic preservation. Examples of appropriate professions include:
architect, historian, architectural historian, archaeologist, landscape architect, planner,
anthropologist, curator, conservationist, or folklorist, or other activities that are related to
historic preservation. Members must also reside in Orange County's planning jurisdiction.
Todd Dickinson is the President of Dickinson Restorations, Inc., a contracting firm
specializing in preservation and restoration. In addition to his understanding of the history
of the HPC, their mission, and their work on previous projects, Mr. Dickinson will bring his
considerable knowledge of architectural history and historic building technology to the
commission. Terri Russ is a professional archaeologist with over ten years of experience in
cultural resource surveying, including work in Orange County. Her experience in
anthropology and archaeology should add another level of expertise ~ to our existing
membership and provide for a more well rounded preservation board
HPC members and Historic Preservation staff have been in contact with Mr. Dickinson and
Ms. Russ and they are interested in serving on the commission. Both candidates meet the
requirements far commission membership and reside within Orange County's planning
jurisdiction. Please convey this to the Board of County Commissioners for their
consideration in April. Mr. Dickinson would fill the seat vacated by Dale Georgiade, who
rotated off in March of last year. Ms. Russ would fill the seat currently held by Steve
Rankin. Mr. Rankin, who is also an archaeologist, was formally appointed in 7anuary of
2006 but has yet to.attend a meeting.

My affection for Chapel Hill evolved during my college years here. It wasn't the students,
necessarily ar the nightlife. Instead it was the town, neighborhoods, and the small
business owners and everything else that distinguishes Chapel Hill. My primary purpose
in wanting to serve on the Historic Preservation Commission is that I have an
understanding of the needs as well as the constraints that must be imposed in such an
area/ I grew up in Salisbury NC in the historic district and I have also lived in Greensville
. South Carolina in a historic district there. During my tenure in college I was a member of
the Ginghaul Castle, so I know that neighborhood as well. This is something that I would
pursue with good faith efforts to improve the town as much as possible. As a side note, I
was a History and Political Science major at UNC-CH. STAFF COMMENTS: Originally
