National Tourism ~~~eek Proclamation The Board will consider proclaiming the «Teek of May 12 through 20, 2007 as National Tourism Week in Orange County and authorize the Chair to sign the proclamation. b. EMS Week Proclamation The Board «-ill consider proclaiming the week of May 20 through 26, 2007 as Emergency Medical Services Week in Orange County and authorize the Chair to sign the proclamation. c. Older Americans Month Proclamation The Board will consider designating the month of May as Older Americans I~Ionth, joining federal and state governments to honor older residents for their contributions to society and to Orange County and authorize the Chair to sign the proclamation. d. Presentation of the Orange County Master A6vi~ Plan: 2007-2011 The Board «~°ill receive the completed Orange County hTaster Aging Plan (MAP) update covering the period 2007-2011 for future adoption and consider adoption of the plan at a future BOCC meeting. 4. C"onsent Agenda a. Mviutes The Board will consider correcting and/or approving the minutes from March 27 and 29, 2007 as subrnitted by the Clerk to the Board. b. Appointments (1) Carrboro Planning Board -Reappointment The Board t~~ill consider one reappointment to the Canboro Planning Board. (2) Human Relations C"ommission -Reappointments The Board will consider making reappointments to the Human Relations Commission. (3) Orange Cowity Planning Board -Reappointments The Board «~•ill consider making reappointments to the Orange County Planning Board. (4) Recreation and Parks Advisory Council -Reappointments The Board will consider making reappointments to the Recreation and Parks Advisory CoL~ncil. (5) Commission for Women -Reappointments The Board will consider making reappointments to the Commission for Women. c. Cost Allocation Plan Contract The Board will consider a contract for the preparation of the County's 2006 Cost Allocation Plan with Tim McKinnie & Associates, Inc. and authorize the Chair to sign. d. 2007 Audit Contract The Board «rill consider awarding a contract for the provision of audit services for the fiscal year ending June 30, 2007 to 11~IcGladrey & Pullen and authorize the Chair to sign. e. Consolidated Housvig Plan Annual Update/HOME Program The Board will consider adopting resolutions approving the 2007 Consolidated Housing Plan Annual Update and the proposed HOME Program Activities for 2007-2008 and to authorize the Manager to implement the HOME Program as approved by the BOCC including the ability to execute agreements with partnering non- profit organizations after consultation with the county Attorney. f. Application for Emergency Management Perforniance Grant (EMPG) The Board will consider applying for a grant from the Sate Emergency Management Agency to help support the County emergency management program. g. approval of C"apital Funding Request for C.W. Stanford A~liddle School The Board will consider approving a capital funding request from Orange County Schools to replace air handlers at C. W. Stanford I~Jliddle School and corresponding capital project ordinance. 5. Public Hearings a. Public Heai~ng and Final Resolution for Alternative Financing The Board will conduct a public hearing and consider adopting a resolution that provides for final approval of installment financing for School and County capital projects. 6. Regular :agenda a. Legal Ad~rertisement for Quarterly Public Hearing - May 21, 2007 The Board will consider the legal advertisement for items to be presented at the Board of County Commissioners%Planning Board Quarterly Public Hearing scheduled for May 21, 2007. b. 2007 Affirmative Action Program and Report The Board will consider adopting a revised Affirmative Action Program and receive the Affirnative Action Program Report for the period ending December 31, 2006; authorize the Manager to update the Affirmative Action Program Report as necessary: and authorize the Chair to sign the letter transmitting the :4ff"irmative Action Program. c. Creation of Historic Ro~eis Road C"ommunity Enhancement Plan Develot~ment and 11~onitoiin~ Task Farce and Appanitment of 11Zentbers The Board will consider approving the creation of a Historic Rogers Road Community Enhancement Plan Development and Monitoring Task Force based on an initial proposal by BOCC Chair Moses Carey, Jr. and amended based on Board discussion at the Apri124, 2047 regular meeting; to discuss as necessary a map defining the Historic Rogers Road community; and to appoint members of the Task Force. 7.
